ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

PYONGYANG, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao and Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), held talks here on Monday and reached important consensus on China-DPRK relations and the promotion of a nuclear-free Korean Peninsula.     Premier Wen extended sincere greetings and best wishes to Kim on behalf of Chinese President Hu Jintao.     The hard-earned friendship and friendly cooperative relations achieved by the joint efforts of several generations of the two countries conform to the aspiration of the two peoples, Wen said, adding that the two nations should pass on the friendship from generation to generation.     China is willing to work with the DPRK to maintain high-level exchanges, deepen pragmatic cooperation, strengthen coordination on major issues, and push forward the good-neighborly and friendly cooperative relations, he added.     Kim asked Wen to relay his greetings to Chinese President Hu. PLOEN, Germany, Sept. 11 (Xinhua) -- The emissions cut target proposed by developed countries is "unfair" to developing countries, a Chinese expert said Friday.     Pan Jiahua, executive director of the research centre for sustainable development of the Chinese Academy of Social Sciences, made the statement in an interview with Xinhua at the Global Economic Symposium (GES 2009) held in Ploen Castle, Schleswig-Holstein, Germany.     Developed countries have proposed that the world should cut CO2emissions by 50 percent by 2050, with industrialized countries reducing their emissions by 80 percent.     "An 80 percent emissions cut sounds good, when you first hear it. It shows a high profile by developed countries in dealing with climate change", said Pan. However, if developing countries accepted this target, there would be "nearly no space" left for further development in these countries.     "At present, the annual per capita CO2 emission of developed countries is 15 tons. By 2050, if 80 percent were cut, the figure will be lowered to 3 tons," Pan said. "The current annual per capita CO2 emissions of developing countries does not reach 3 tons."     "Developing countries have to cut emissions by at least 20 percent from the current level to 2.5 tons to reach the proposed target of a 50 percent decrease worldwide. That means, by 2050, the annual per capita CO2 emissions of developing countries will still be lower than developed countries."     However, at present, most of developing countries were still undergoing industrialization and urbanization and more infrustructure construction was needed, which meant they had to increase CO2 emissions to keep their development at this stage, Pan said.     Developed countries had already passed that period and they could keep regular development with a lower CO2 emission, Pan added.     So they should take more responsibility in this respect, said Pan, noting that the proposal would seriously damage the development of developing countries.     GES was first held in Ploen, Schleswig-Holstein, Germany in 2008. It aims to identify global challenges, examine their policy and business implications, and formulate concrete actions in response.     GES 2009 attracted 351 politicians and experts from all over the world with its main topics including world financial regulation, climate change and global trade.

SHANGHAI, Sept. 28 (Xinhua) -- China, Japan and the Republic of Korea (ROK) on Monday agreed to deepen their all-round cooperative partnership.     The agreement came at the end of a day-long foreign ministers' meeting in Shanghai, involving Chinese Foreign Minister Yang Jiechi, Japanese Foreign Minister Katsuya Okada and ROK Foreign Affairs and Trade Minister Yu Myung Hwan.
