SAN DIEGO (KGTV) - A San Diego Midwife is living her dream of opening her own birth center, helping minority women.We met Nikki Helms in July when her GoFundMe was off the charts, raising more than 1,000.She had been a licensed midwife for about a year and wanted to open a birth center. Fast forward to December and her dream is coming true."We've got signage and I stood at the foot of my stairs and cried about that," Helms said filled with gratitude. The community has continued to wrap their arms around her mission."It's really just been amazing and overwhelming, and I feel so blessed," she said wiping a tear from the corner of her eye. "And so grateful and I get teared up every time I start talking about it because it gives me the opportunity to go care for families and you know it just blows my mind."Since July she's raised another ,000 and packages keep arriving on her doorstep with items for the birth center.Her mission is to support women through childbirth and beyond. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) -- An Escondido man who pleaded guilty to firing several rounds into the air in a crowded area when he couldn't get tickets to an Ice Cube concert was sentenced to three years behind bars Wednesday. Daniel Elizarraras, 22, pleaded guilty to discharging a gun at the Del Mar Fairgrounds in early September of 2018. Authorities say Elizarraras raised the gun before shooting into the air while he was in a large crowd near the ticket booth. Elizarraras was shot three times in the torso and once in the arm after he pointed the gun at a deputy. RELATED: Man admits he opened fire before Ice Cube concert at Del Mar FairgroundsElizarraras was facing up to 19 years behind bars, but a charge of assault on a peace officer with a semi-automatic weapon was dismissed as part of his plea. Defense Attorney Pedro Bernal said Elizarraras was severely depressed and trying to kill himself by suicide by cop. They asked for a lower sentence.However, the prosecution said he acted violently, causing chaos, and the situation could have been much worse.Judge Kathleen Lewis agreed saying, "I think it’s amazing that no one was injured or killed in this circumstance.”Before the shooting, officials said the venue was at capacity and began turning people away from the horse races and concert. Fights erupted between security guards and would-be concert-goers who were upset that they wouldn’t be allowed into the show. SAN DIEGO (KGTV) - A Spirit Airlines flight leaving San Diego's airport was stopped on the runway Thursday when the plane had a hydraulic fluid leak at Lindbergh Field.The incident happened just after 9 a.m., according to the San Diego Fire Department. No smoke made its way into the cabin and no fire was reported. Crews towed the aircraft back to its terminal.No injuries were reported. Spirit Airlines spokesman Stephen Schuler issued a statement just after noon which reads, "Spirit Airlines flight 359 from San Diego to Las Vegas returned to the gate following a reported mechanical issue. The captain of another aircraft in line for takeoff reported smoke from the rear landing gear and fire officials responded accordingly. The aircraft was towed to the gate, where our mechanics and FAA inspectors discovered it was nothing more than condensation. The plane is scheduled to take off shortly.  We apologize for any inconvenience to our guests."  995

SAN DIEGO (KGTV) -- A toddler found near Lincoln High School Thursday afternoon has been reunited with his parents.According to a witness, the child was found wandering around near the corner of Franklin Avenue and Gloria Street.The witness, who had just dropped her granddaughter off at cheer practice, said the toddler wasn’t crying, but simply standing on the street alone.The woman approached the child and asked if he was lost before the toddler smiled back at her. She then asked where he lived.After the child pointed down the street, the woman took his hand and called out loudly asking if anyone lost a child.After no one came forward, the woman took the young child to a nearby fire station where a fire crew was able to call police.Police were able to bring the child safely to a police station where they took care of him until he was brought home. 868
