"It’s a huge temporary sacrifice for a lot of us, whether its losing our job, not seeing family, but it will only get us out of it sooner."The U.S. State Department issued a level four travel advisory Thursday, asking American citizens to avoid traveling internationally or immediately return to the U.S. if they are already overseas, or possibly prepare to remain abroad for an indefinite amount of time.Pensti said she and her fiance already planned to stay in Italy. SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) -- Court documents are giving a glimpse into the past of the 26-year-old accused of killing his parents and sister in a Logan Heights house fire.Wilber Romero is accused of starting the fire at the home on the 3100 block of Clay Street around 4:30 a.m. October 13. 44-year-old Jose Romero died at the scene while his wife and daughter, 46-year-old Nicolasa Maya-Romero and 21-year-old Iris Romero died at the hospital in the days following the blaze.The family’s 23-year-old daughter and 16-year-old son were also hospitalized. Wilber is facing several charges in the fire, including first-degree murder, arson and attempted first-degree murder. Court documents show it wasn’t the first time he allegedly targeted his family. He reportedly attacked his father with a brick and rocks and damaged his car in September of 2018. The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show. The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash. According to the documents, Wilber also struggled with drug addiction. 1203

  

SAN DIEGO (KGTV) — Brendan Watters had big plans for Ballast Point the moment his company took control March 2. That includes creating new beers, and driving a wrapped bus around San Diego for two months announcing that the iconic craft brewery was back under local control. All of that hit a snag two days after sale closed, when Gov. Gavin Newsom announced a State of Emergency because of the coronavirus outbreak. "So basically a week after we were closing up operations," said Watters, the brewery's CEO, who moved to San Diego after the sale. "We had to pivot straight away."Watters' company, Kings and Convicts, bought Ballast Point from Constellation Brands, a Fortune-500 beverage company that paid billion for the San Diego brewer in 2015. Watters declined to disclose the sale price, but did confirm it was less than billion. He said Ballast Point, which launched in San Diego in 1996, lost some of its local charm under an international brand. He says he plans to bring that back, with two new beers launching this summer and an emphasis on design, such as the famous oceanic art that accompanies each one. Still, he faced an unprecedented challenge two days after closing. The tap rooms all shut down, eviscerating 50 percent of its revenue (Watters estimates total revenue fell as much as 60 percent). Watters says the brewery focused on its distribution, and was aided by a federal stimulus loan. Now, the Miramar and Little Italy tasting rooms are reopening with social distancing alterations, such as spaced out tables, and smartphone ordering systems. Watters says he was able to recall most of the brewery's 550 employees. He says Ballast Point can last with the reduced capacity in the short-term, but the longer this goes, the harder it will be. 1780

  

SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. During construction, nearby residents and businesses can expect intermittent lane closures, parking restrictions, construction noise, and dust. Most work will be completed Monday through Friday, holidays excluded, between 7 a.m. and 5 p.m., and occasionally on Saturdays. 1910
