(AP) -- Health officials have confirmed a case of plague at South Lake Tahoe -- the first in California in five years.El Dorado County officials said Monday the California Department of Public Health notified them of the positive test of a local resident who is under medical care while recovering at home.Plague bacteria are most often transmitted by fleas that have acquired it from infected squirrels, chipmunks and other wild rodents.Health officials believe the South Tahoe resident may have been bitten by an infected flea while walking a dog along the Truckee River corridor or in the Tahoe Keys area on Tahoe's south shore. 664

Some of the top scientists and doctors in the country are calling on leaders to do something different immediately to improve the state of the COVID-19 pandemic.The American Association of Medical Colleges released a road map to reset the country's approach to the crisis. It includes evidence-based actions to improve outcomes and overall health.Improvements include things the country still hasn't got a grip on, like critical supply and drug shortages, increasing testing, an setting national standards for face coverings.“There is literally no risk to wearing a mask for the average person. You may be uncomfortable, you may be hot, you may break out, but it is nowhere as uncomfortable as it would be for having me or one of my colleagues intubate you and put you on a ventilator for an extended period of time,” said Dr. Atul Grover, Executive Director at the AAMC Research and Action Institute.A recent study by Duke of various face masks found the N95 respirator with no valve is the most effective. But these should be reserved for health care workers.A disposable surgical mask made from a plastic material called polypropylene was the next best option.Third was a mask with two layers of cotton and one layer of synthetic material.Masks made from cotton fabric alone, as well as knit t-shirts, performed about the same.“So, you are also protecting yourself,” said Grover. “In fact, if we can get up to 80, 90% of us wearing masks in a community, you could start to reduce that transmission by 2 or 3% at a pretty steady rate.”The AAMC roadmap to reset also mentions an immediate need for something we haven't seen yet, a vaccine distribution plan.“But somebody needs to sit down and say within those high-risk groups of comorbidities, whether that’s diabetes, obesity, hypertension, heart failure, who should be vaccinated first? Is it by age? Is it by condition? And even among first responders, do I start with police doctors, paramedics?”The Centers for Disease Control and Prevention (CDC) has not released a vaccine distribution plan. Small businesses employ roughly half of all Americans, but new data is showing many of these businesses are closing permanently.“It’s an excruciatingly hard decision,” said Martha Studstill. “You know small business owners put their heart and soul into their business.”For more than a decade Studstill has owned a small gift shop, Uptown Gifts, in South Carolina.“Until COVID came along we were buzzing,” said Studstill.Originally, in March, the plan for Uptown Gifts was to close temporarily for a few weeks. However, the shop has now been closed for more than three months. She has only been able to list items online, resulting in sales being down by 75%.However, sales aside and more importantly to Studstill, the danger of COVID-19, especially for someone her age, hasn’t subsided.“When we closed on March the 16, I really had no idea we would be where we are at today,” said Studstill.Studstill thought she would be reopening, not only earlier, but to fewer cases of COVID-19.Cases have actually been on the rise in her state. The uptick started most distinctly after reopenings. So, with the financial risk and uncertainty added to Studstill’s health risk of running the shop, she feels closing is her only choice.“I think if I were younger, I would not have made the same decision, but I am where I am at,” she added.Around the country, there is a wave of permanent business closures happening. One report done by Yelp shows more than 143,000 businesses listed on its platform closed between March and June. Now, roughly 35% of those businesses have indicated their closures are permanent. Most of those businesses closing are small businesses.“The numbers that are coming out are really sad,” said Frank Knapp with Small Business for America’s Future.Knapp heads the newly formed organization, pushing for better help for small businesses in Congress’ next stimulus package.“Our proposal for Small Business for America’s Future is that we need to put together grants for the really small businesses to help them get through this recession so that they are healthy on the other side and our economy can get back up and running again,” said Knapp.Saving small businesses could save jobs and be the fastest way to rebound the economy.“Small businesses hire about 50% of all workers in this country,” said Knapp, “We know from the last recession, it was small businesses that got us back on our economic feet again, not big businesses. (AP) — South Dakota, which has seen an uptick in coronavirus infections in recent weeks, is bracing to host hundreds of thousands of bikers for the 80th edition of the Sturgis Motorcycle Rally.More than 250,000 people are expected to attend the Aug. 7 to Aug. 16 rally in western South Dakota, which could make it the biggest event anywhere since the coronavirus pandemic started.The event will offer businesses that depend on the rally a chance to make up losses after the downturn in tourism spending.City Manager Daniel Ainslie told ABC News that sales tax revenue from the rally brought the community million last year and the event generated about 5 million across South Dakota.But many of Sturgis' roughly 7,000 residents are leery about the brimming bars and bacchanalia coming their way and say it shouldn't go on during a pandemic.The age of the average rally participant is also concerning to some, with most motorcyclists part of an older demographic and more at risk of severe illness from the coronavirus.ABC obtained a statement from the Centers from Disease Control and Prevention that said large gatherings make it difficult to maintain social distancing guidelines, which may put attendees at risk of exposure to the virus.“Any identification of cases following a large gathering would not likely be confirmed until 2-3 weeks after the event," the statement says. 1413

SPRING VALLEY, Calif. (KGTV) - Evacuees from the Valley Fire began to head home Thursday morning as Cal Fire lifted evacuation orders throughout the area."We're trying to head out early," said Deehorn Valley resident Dale Elliott. "That way we can get everything straightened up, cleaned up try to put things back."Elliott's family is one of 140 families the Red Cross helped over the last week. Evacuees were offered food, first aid, hotel rooms and more.Red Cross Regional CEO Shawn Mahoney said they served 1,200 meals on Wednesday alone.This was Elliott's first time having to evacuate, and he told ABC 10News, "With the dogs and my mother-in-law visiting and all of our stuff, we thought we should evacuate just to be on the safe side.”Elliott checked on his home Tuesday to make sure it hadn't been damaged in the fire. He said he'll have to clean out the refrigerator, but that's the only issue.Many others weren't as lucky.Cal Fire said 30 homes and 29 other buildings were destroyed in the fire. As the Valley Fire continues to burn, some areas are still under evacuation orders or warnings.The Red Cross says they will keep the shelters open as long as they're needed. 1186
