UNITED NATIONS, Oct. 7 (Xinhua) -- China on Thursday called on all states to make joint efforts to advance the international disarmament, arms control and non-proliferation process.Wang Qun, the Chinese ambassador for disarmament affairs, made the appeal in a speech delivered at the General Debate of the First Committee of the 65th Session of the UN General Assembly."We welcome the positive progress that has been made in the international arms control and disarmament field since the beginning of this year. To advance the international disarmament, arms control and non-proliferation process, joint and unremitting efforts are called for on the part of the entire international community," Wang said.He said that China welcomes the recent signing of a new bilateral nuclear disarmament treaty between the United States and the Russian Federation, and wishes to see the early ratification of the treaty."In the meantime, we hope that they, as countries with largest nuclear arsenals and special and primary responsibility for nuclear disarmament, will continue to make drastic and substantive reductions in their nuclear arsenals, so as to create the necessary conditions for the ultimate realization of complete and thorough nuclear disarmament," he said."When conditions are ripe, other nuclear-weapon states should also join the multilateral negotiations on nuclear disarmament," he added.On issues concerning nuclear non-proliferation, Wang urged the international community to work to safeguard the international nuclear non-proliferation regime and strengthen the safeguards function of the International Atomic Energy Agency."It is essential that all states strictly fulfill their non- proliferation obligations and strengthen their export control systems," he said. "Practices of utilizationism and double standards should be discarded."The ambassador stressed that China wishes to see peaceful solution to regional nuclear issues through dialogues and negotiations, and hopes that the six-party talks on the nuclear issue on the Korean Peninsula could be resumed and the dialogue between Iran and E3+3 -- the United States, Russia, Britain, China, France and Germany -- could be restarted at an early date.REVITALIZING DISARMAMENT TALKSWang highlighted the importance of revitalizing the work of the Conference on Disarmament (CD) so as to take forward multilateral disarmament negotiations."We are of the view that CD's position and role are irreplaceable," he said.In this regard, Wang stressed the three essential principles in advancing the work of CD -- enhance CD's authority and position; respect CD's rules of procedure, particularly its consensus rule; and treat the legitimate security concerns of each member state as equal and address them in an earnest manner."China, for its part, has all along been active and supportive of CD's work," he said."In the meantime, it is also imperative that CD reactivate its substantive work on such core issues as the prevention of an arms race in outer space, nuclear disarmament and security assurances for non-nuclear-weapon states," he added.SAFEGUARDING GLOBAL COMMON SPACEThe ambassador also called for the "active pursuit of a preventive diplomacy in safeguarding a global common space," including outer space and cyber space."Outer space is the common wealth of mankind, and the peaceful use and exploration of outer space is in the interest of the whole human-being," he said, urging the early conclusion of a new legal instrument on the prevention of weaponization in outer space.Cyber space constitutes a new dimension of multilateral arms control diplomacy, Wang said."States should exercise effective administration over cyber space and maintain its security, and avoid it from becoming a new battlefield and a tool of interfering in other countries' internal affairs," he said.China hopes that the international community will work on the basis of a first UN report on the issue of information security to "explore effective ways of combating cyber threats and preserving the sound international cyber order," Wang added.

BEIJING, Oct. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday called for the country's citizens to actively participate in and cooperate with the sixth national census that starts on Nov.1.Li made the remarks in a pep talk through national TV and radio broadcast for the census on Thursday, saying that the upcoming census was a major event as the Chinese population and its structure and flow had greatly changed since 2000 when the fifth census was conducted.China, the world's most populous country, conducts national census every ten years to collect basic information for making economic and social policies.Every citizen has the obligation to participate in the national census and cooperate with the enumerators coming to their homes to make the statistics more accurate, Li said, adding that personal information collected in the census will be kept as confidential data.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." BEIJING, Oct.12 (Xinhua) - Auto sales in China continued to expand last month, raising the forecast for annual sales to a record 17 million units this year, the China Association of Automobile Manufacturers (CAAM) said here Tuesday.Sales of automobiles rose 16.89 percent in September from a year earlier and 24.69 percent from August to 1.56 million units, while auto production was up 16.94 percent year on year to 1.59 million units, said CAAM.In the first nine months of this year, auto production reached 13.08 million units, up 36.1 percent from a year ago.A total of 13.14 million units of domestically-made auto vehicles were sold in China in the same period, up 35.97 percent year on year.Sales for the Jan.-Sept.period are quite close to the total number of vehicles sold last year, when China overtook the United States to become the world' s largest auto maker and auto market with production and sales hitting 13.79 million and 13.64 million units respectively.China' s annual production and sales of new autos are likely to surpass 17 million units this year, CAAM predicted, matching the highest annual level ever reached in the United States.Although the expansion in the sector has brought in an industrial boom and played an important role in China' s domestic demand, it has also triggered widespread concerns over the country' s energy capacity, pollution levels and rising traffic pressures.For general citizens and city planners in China, the increasing number of traffic jams is the most obvious problem in enjoying a life behind the wheel.In Beijing, the rising number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams in a single Friday evening last month. In some parts of the city that day, people spent nearly two hours on what would normally have been a 15-minute ride.Earlier this month, figures from the Ministry of Public Security revealed that the number of automobiles on China' s roads had hit 85 million, while a total of 144 million Chinese had learnt to drive vehicles.Statistics from the Beijing Transportation Research Center (BTRC) revealed that the number of registered cars in Beijing had topped 4.5 million in September, and would possibly exceed 7 million by 2015.However, the city's road system will be over-burdened by then, as its full capacity is estimated to be 6.7 million vehicles, said Guo Jifu, director of the BTRC.In addition, experts and officials have warned that the burgeoning number of vehicles could pose threats to the country' s energy reserves, as China is still highly dependent on oil imports.China's oil dependency reached alarming levels last year with imports accounting for more than 50 percent of consumption. However, that figure rose to 55 percent by the end of August this year.Xu Changming, an official with the State Information Center, said the auto market's growth should be maintained at around 1.5 times the growth in the country's gross domestic product (GDP).This means China's auto sector growth should rise less than 13.5 percent, since GDP expanded by 9.1percent in the past year.But according to Edward Prescott, the Nobel Economics prize winner in 2004, China' s vehicle production and sales may both range as high as 40 million units by 2020, and reach 75 million in 2030.Chinese officials had also warned that an unchecked expansion of China's auto industry encouraged by local authorities could harm the wider economy, and that excess capacity must be "resolutely" stopped.Chen Bin, head of industrial coordination at the National Development and Reform Commission, the nation' s economic planning body, said last month at a forum in Tianjin that local governments had been making "blind" efforts to open new factories and expand capacity, which could hamper sustainable development of the national economy.In Beijing, auto emissions were responsible for 50 percent of the city' s gaseous pollutants in 2009, he added.He said local authorities should avoid setting unrealistic output quotas for auto makers, and should end preferential land and tax policies for them.He said the government should also strengthen supervision of industrial efficiency data to guide reasonable resource allocation.China's auto industry is not only facing the tough task of boosting domestic consumption, but is also responsible for maintaining sustainable and coordinated economic and social development, Chen said.
