SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. RELATED: Oak Park suspect fatally shot during struggle with officer, San Diego Police sayDuring the struggle, Downing said he felt the suspect grab his service pistol and yank it off his belt still in its holster. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

  

SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608
