WASHINGTON (AP) — A major union representing U.S. postal workers endorsed Democrat Joe Biden, a move that comes after President Donald Trump acknowledged he was starving the postal service of money in order to make it more difficult to vote by mail in November’s election. The National Association of Letter Carriers, which represents 300,000 current and retired workers, said Thursday that Trump's longstanding hostility to the mail-delivering agency has heightened during the pandemic. They say his administration has taken “steps outside of the public eye to undermine the Postal Service and letter carriers." VISTA (CNS) - A fire badly damaged a home in a Vista neighborhood early Saturday morning, a fire official said.The fire broke out around 6 a.m. at a house on Lado de Loma Drive near Phillips Street, according to Vista Deputy Fire Chief Ned Vander Pol. The neighborhood is near the Civic Center Drive exit off state Route 78.Firefighters from the Vista, San Marcos and Oceanside fire departments arrived and found smoke and flames coming out several openings in the home, including a skylight and windows on two sides of the house, Vander Pol said. The four residents -- two adults and two children -- had already evacuated by the time firefighters got to the home.It took crews about 30 minutes to knock the flames down, according to Vander Pol. The cause of the fire was under investigation and value of the damage wasn't immediately able to be determined, but the deputy fire chief said there was significant smoke and fire damage throughout the home.Vander Pol said the home didn't have working smoke detectors, but the residents told firefighters they had often practiced an escape plan -- which turned out to be useful when the fire broke out.The American Red Cross assisted the four displaced residents with temporary shelter, Vander Pol said 1256

WASHINGTON — The federal government is outlining a sweeping plan to make COVID-19 vaccines available for free to all Americans, but polls show a strong undercurrent of skepticism across the country. In a report Wednesday to Congress and an accompanying “playbook” for states and localities, federal health agencies and the Defense Department are sketching out complex plans for a vaccination campaign to begin gradually in January or later this year, eventually ramping up to reach any American who wants a shot. According to The Associated Press, facets of the playbook include:Most COVID-19 vaccines will require two shots to be taken three to four weeks apart. Those who receive these vaccines will need to receive doses made by the same drugmaker.Early in the vaccination campaign, supplies will be limited and will be reserved for health care and other essential workers, as well as vulnerable groups. Later phases of the campaign would expand distribution to the entire country.The vaccine will be free to those who receive it, thanks to funding allocated by Congress and the Trump administration.States and local communities will handle distributing the vaccine, and must submit plans to the federal government in about a month's time.The vaccination campaign faces an uphill battle from a skeptical public. An AP poll taken in May found only about half said they would get a COVID-19 vaccine. WASHINGTON (AP) — A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election.Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters.Caputo says on a taxpayer-funded podcast that Democrats don't want a coronavirus vaccine until after the election to punish President Donald Trump. News reports alleged last week that Caputo’s office tried to take over and muzzle a scientific weekly from the Centers for Disease Control and Prevention that publishes what is supposed to be authoritative, unvarnished information about disease-fighting efforts, including, most importantly at present, COVID-19.Then on Monday came an account of the video on Caputo’s personal Facebook page in which he accused government scientists of conspiring against Trump and suggested violence could break out after the election.HHS is standing by Caputo amid calls for his ouster. 1315
