SAN DIEGO (KGTV) -- Traffic was backed up throughout the day Monday in Clairemont after a crash involving several vehicles. The crash happened just before 1 p.m. on Balboa Avenue near Albertine Avenue. According to San Diego Police, a 59-year-old man driving west on Balboa Avenue hit a raised median and crossed into the eastbound lanes of traffic. Police say he then hit a Jeep Patriot, causing it to slam into a Honda Civic and a Jeep Cherokee. Police say the driver of the Jeep Patriot sustained a fractured femur and was taken to the hospital. Her passenger also complained of pain. No one else was injured. The 59-year-old driver of the Nissan Frontier was arrested for DUI drugs. 695

SAN DIEGO (KGTV) — USO San Diego's annual "Santa Store" event kicks off with a special event Tuesday night at their downtown office.The event allows children of military service members to pick a free present they can give their parents as a holiday gift."It just helps give a little more holiday cheer for our service members who do so much to keep us safe and secure at home," USO San Diego CEO Lorin Stewart told 10News.Volunteers collected and wrapped thousands of presents, including watches, tool kits, headphones, makeup kits, and handbags. SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. A voter-led initiative achieved enough signatures to send it to the ballot, and overturn that change to the general plan. 2008

SAN DIEGO (KGTV) – With nearly a dozen casinos in San Diego County, a local gaming expert says the region has become oversaturated creating too much competition.This is forcing the county's gaming resorts to focus less on gambling and more towards becoming an entertainment destination to help drive revenues.Others are laying off staff.The news comes amid a string of critical headlines targeting some local casinos.RELATED: Controversial 0M Jamul casino opens its doors, creates traffic problems in area?Last week, the developers and operators of Hollywood Casino declared in a filing that it was pulling out of a contract with the Jamul Indian Village, citing nearly million in losses. The Pala Casino Resort and Spa also confirmed that there will be layoffs, citing pressure from an increasingly competitive casino market in Southern California.Longtime gaming expert Dave Palermo says with the addition of the Hollywood Casino, the market just got very competitive for San Diego County’s 10 casinos.RELATED: Sycuan Casino breaks ground on new hotel and resort expansion?As far as the overall gaming market in the state, Palermo says it’s holding pretty steady with annual gaming revenues increasing about five percent. While the state’s gaming market remains healthy, Palermo says for each casino, holding onto their share won’t be easy. Palermo says local casinos are taking their cue from the Las Vegas industry where revenues from amenities like hotels, food and entertainment are now a bigger piece of the pie.A total of six local casinos have been undergoing expansions.A spokesperson for the Jamul Indian Village Tribe declined to comment on the Hollywood Casino’s revenue losses, but says the development is an important step toward the tribe managing its own casino.“Our announcement today represents an important step toward our long-held goal to manage our own casino,” said JIVDC Chairwoman Erica Pinto.“We are grateful to Penn National for all their hard work and leadership in bringing what was a very challenging development project to fruition,” said Pinto. 2102
