CHENGDU, Nov. 3 (Xinhua) -- A senior Chinese government official said Wednesday that major geological disasters and densely-populated regions would be the two main areas to monitor in the nation's efforts to guard against losses caused by such disasters. In the first 10 months of 2010, 2,909 people were dead or missing following over 30,000 recorded geological disasters, Xu Shaoshi, the Minister of Land and Resources, said at a meeting held Wednesday in Chengdu, capital city of southwestern Sichuan Province.Further, the number of people dead or missing during this period was five times higher than in the same period last year, said Xu.However, the majority of these victims, about 2,000 people, were killed or went missing after five major mud and rock slides which struck areas in west China's Guizhou, Gansu, and Yunnan provinces, Xu said.A massive mudslide triggered by rainstorms slammed Zhouqu County in northwest China's Gansu Province this past August, leaving 1,510 dead and 255 others missing."Our focus in loss prevention and control in the future will be to closely watch the major geological disasters and the areas with high human concentrations," said Xu.Xu also urged local governments to make specific plans regarding geological disaster prevention, improve the assessment and pre-cautionary monitoring mechanism, and beef up rescue and response systems in the event of an emergency.

BEIJING, Sept. 1 (Xinhua) -- Chinese government Wednesday announced guidelines designed to boost the development of home services industry across the country, vowing financial support and tax cuts."The home services industry plays an important role in creating jobs. TOKYO, Sept. 12 (Xinhua) -- Officials from the Chinese Embassy in Japan have visited the Chinese fishermen illegally detained by the Japanese authorities last week in the East China Sea.The Chinese government and people care very much about their living and security conditions in captivity, officials from the embassy in Tokyo and the consulate general in Fukuoka told the crew members.Foreign Minister Yang Jiechi and other senior diplomats have for several times lodged solemn representations with the Japanese side and protested the detention of the Chinese fishermen, they said.Chinese State Councilor Dai Bingguo summoned Japanese ambassador Uichiro Niwa early Sunday morning and demanded the immediate release of the Chinese fishermen and their boat. Dai urged Japan to avoid any misjudgment of the situation and to make a "wise political resolution."Dai was the highest-ranking Chinese official to make a public response after the fishing boat and its crew were seized. The Chinese embassy officials learned in detail the crew members' physical and mental conditions, bought food, fresh water and medicines for them, and contacted their families. The officials told the crew members that the Chinese government was sparing no effort in urging the Japanese side to release them, and asked them to keep good health and calmness, support the Chinese government's work and have confidence that the government can properly handle the issue as quickly as possible. The Chinese Embassy in Tokyo is continuing to make representations with the Japanese authorities, demanding the immediate and unconditional release of the crew members and their boat.

BEIJING, Sept. 17 (Xinhua) -- Typhoon Fanapi is likely to land on the east coast of Taiwan on Sunday, said China's National Marine Environmental Forecasting Center (NMEFC) in Beijing Friday. The center of the year' s 11th typhoon was about 700 km southeast from Hualien, in Taiwan, said a statement from the center. It was moving northwest towards Hualien and increasing in strength, the statement noted. The administration has issued a warning regarding huge waves which might strike off the Hualien coast, it said.On Sunday, the southern East China Sea might also produce waves of 4 to 6 meters high and waves in the Taiwan Strait might rise to 3 to 4 meters.Guangdong, Fujian and Zhejiang provinces along the mainland's southeast coast would also be affected by the typhoon, the statement said. The statement warned all fishing boats in the region to take necessary precautions. The fishing season began in the East China Sea in mid-September and a large number of vessels are in the area.Additionally, Typhoon Fanapi could continue moving west after landing on Taiwan and strike Fujian and Guangdong, the statement said. Also on Friday, the Ministry of Civil Affairs launched an early-warning for disaster relief responses aimed at the typhoon's possible damages to the southeastern coastal areas. The ministry and the National Committee for Disaster Reduction instructed local governments to carefully keep track of the typhoon's movement and the changes in weather, and strengthen prevention measures for geological disasters and flooding in urban areas.Local governments were also urged to evacuate residents in high-risk areas while providing for their basic living necessities.

BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing. The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded. The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child. The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources. He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population. The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.
