SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Wednesday that more than 2,000 businesses in the city have received grants from San Diego's COVID-19 Small Business Relief Fund, impacting nearly 10,000 full-time jobs with half of the recipients operating in underserved communities."Across the nation, small businesses are closing in alarming numbers because of the pandemic. We're doing everything we can to stop the hemorrhaging of small businesses in San Diego," Faulconer said. "We've been able to help 2,000 businesses survive for another day, but we know the need is great so I encourage San Diegans to do what they can to support their favorite local businesses during these trying times."Faulconer created the fund in March to offer support to local employers so they could sustain operations, retain employees and address unforeseen reductions in consumer demand and production. The fund is backed by emergency relief funding under the federal Coronavirus Aid, Relief, and Economic Security Act, private donations and available federal funding already accessible to the city."When COVID shocked the entire world, leaving many without income, our business took an enormous hit financially, yet we insisted on providing free food for anyone in the food and beverage industry who had lost their jobs," said Anderson Clark, co-owner of Common Stock restaurant in the Hillcrest neighborhood. SAN DIEGO (CNS) - A mosquito caught in routine trapping in the Black Mountain Ranch area has tested positive for West Nile virus, the first appearance of the virus in San Diego County in 2020.County environmental health officials remind people to protect themselves from mosquitoes, which can potentially transmit, disease by following the county's "Prevent, Protect, Report" guidelines -- including finding and dumping out standing water in yards and around homes to keep mosquitoes from breeding.Incidences of West Nile virus were mild in San Diego County in 2019. Three people tested positive, but there were no fatalities and all three people were suspected of having contracted the virus while outside the county.However, West Nile virus remains a potentially deadly threat in San Diego County and the state, officials said. In 2015, 44 San Diego County residents tested positive for West Nile virus and six died. In 2019, 225 California residents became sick from West Nile virus and six died, according to the California Department of Public Health.West Nile virus is mainly a bird disease, but it can be transmitted to humans by a number of species of mosquitoes -- including Culex mosquitoes native to San Diego and, less effectively, by invasive Aedes aegypti mosquitoes also found in the county -- if they feed off an infected animal, mainly birds, and then bite people.Eight out of 10 people who get infected never suffer any symptoms. The 20% who do generally suffer mild symptoms including headache, fever, nausea, fatigue, skin rash or swollen glands. But in rare cases, West Nile virus can make people extremely ill and even kill them.Protecting against mosquitoes has become even more important for San Diego County residents in recent years. Since 2014, three types of day-biting, invasive Aedes mosquitoes have been found in the county. All of these mosquitoes tend to live and breed near people, in yards and even inside homes.Two of these species can potentially transmit diseases not naturally found here. Those include chikungunya, dengue and Zika -- but only if mosquitoes first bite an infected person. In general, that means local invasive Aedes mosquitoes could only transmit those diseases if they found and bit San Diego County residents who picked up the virus while traveling and returned home still infected.San Diego County residents may be more vulnerable to being bitten by mosquitoes around their homes now because many have been spending more time at home because of the coronavirus pandemic. Environmental health officials remind people to dump out or remove any item inside or outside of homes that can hold water, such as plant saucers, rain gutters, buckets, garbage cans, toys, old tires and wheelbarrows.Mosquito fish, available for free by contacting the Vector Control Program, may be used to control mosquito breeding in backyard water sources such as stagnant swimming pools, ponds, fountains and horse troughs.Wear long sleeves and pants or use insect repellent when outdoors. Use insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR3535. Make sure screens on windows and doors are in good condition and secured to keep insects out.Report increased mosquito activity, or stagnant, green swimming pools and other mosquito-breeding sources, as well as dead birds -- crows, ravens, jays, hawks and owls -- to environmental health's Vector Control Program by calling 858-694-2888 or emailing vector@sdcounty.ca.gov. SAN DIEGO (CNS) - A San Diego federal judge has again denied a Chula Vista church's request to challenge the state's COVID-19-related restrictions on indoor worship services.South Bay United Pentecostal Church, which lost a challenge to the restrictions earlier this year when the case went before the U.S. Supreme Court, filed an amended complaint this summer in its ongoing lawsuit arguing that California's restrictions on indoor services and singing are unconstitutional.U.S. District Judge Cynthia Bashant, who denied the church's request for a preliminary injunction in May, also denied South Bay United's latest request in a written order signed Wednesday.Bashant echoed much of her previous reasoning in denying the church's request, though South Bay United's latest complaint and her ruling took into account the shifting state of the virus locally.South Bay United argued in court papers that the state's "scientific pronouncements" are "largely baseless," as by "all reasonable scientific measurements," the COVID-19 health emergency "has ended."Bashant disagreed with the church's assessment of the current picture, and wrote that limitations to indoor worship attendance do not restrict one's ability to attend religious gatherings, as long as they are held outdoors.The judge wrote that the current COVID-19 situation in San Diego County holds that worship services may be held outdoors, with singing and chanting permitted. Indoor worship is limited to 100 people or 25% of building capacity -- whichever is fewer -- with singing and chanting prohibited.The church has argued that outdoor worship and services held over video-conferencing are "inadequate substitutes" and that the public health orders prohibit the church "from holding the services mandated by scripture."It also argued that California arbitrarily allowed certain sectors considered essential to stay open and conduct indoor operations, while discriminating against religious institutions.Bashant disagreed that public health officials have shown a pattern of discriminatory enforcement of COVID-19 health orders against religious institutions.She wrote that through Aug. 26, the county served 10 cease-and-desist orders or compliance letters to businesses or other entities, three of which were places of worship.Additionally, she wrote that through Aug. 26, 144 citations were issued for health order violations, none of which were to places of worship or people engaged in religious services. 2485

SAN DIEGO (CNS) - Cleveland National Forest officials Saturday announced elevated fire restrictions until Jan. 1, 2021, and ordered the closure of Three Sisters & Cedar Creek Fall Trails after a heat advisory was issued by the National Weather Service.The trails will be closed until Sunday, officials said."These restrictions are put into effect to provide for emergency resource protection and public safety during hazardous fire conditions," a forest official said.The new restrictions include:No smoking, except within an enclosed vehicle or building, or within a developed recreation sites; No welding or operating an acetylene or other torch with an open flame;No target shooting, discharging a firearm, air rifle, or gas gun;No building, maintaining, attending, or using a fire, campfire, or charcoal fire except within a developed recreation sites;No wood or charcoal fires are allowed except in identified developed campgrounds and developed picnic areas within designated fire rings.The Cleveland National Forest encompasses 460,000 acres and is the southernmost U.S. National Forest in California. Jerry Brown today appointed a former Del Mar councilman to the 22nd District Agricultural Association Board of Directors and reappointed two other San Diego County residents to the panel.Brown named Del Mar resident Donald Mosier, 74, to a four-year term on the board that governs the Del Mar Fairgrounds on behalf of the state via a nine-member board of directors. The governor appoints each member of the board to serve a four-year term.The District Agricultural Association is a subdivision of the California Department of Food and Agriculture, charged with holding fairs and exhibitions that highlight "various industries, enterprises, resources, and products of the state," according to the CDFA.The governor reappointed attorney Frederick Schenk, 65, and Lisa Barkett, 59, who have served since 2011.Mosier is the Climate Action Plan facilitator for the city of Del Mar and is a member of multiple governing boards, including the Del Mar Community Connections Board, the American Association for the Advancement of Science and the Climate Action Campaign Board of Directors. He served on the Del Mar City Council from 2008 to 2016 and was a professor at the Scripps Research Institute from 1992 to 2016.Barkett, who was vice president of Merjan Financial Corp. from 1989 to 2013, is a member of the Board of Trustees for both the University of Southern California and Rady Children's Hospital.The appointments do not require confirmation by the state Senate.
