SAN DIEGO (KGTV) - A global recruitment company tells 10News there is a concern that the healthcare system is going to be over-run by patients.It brings up questions whether San Diego County has enough nurses to staff hospitals and medical centers if the coronavirus pandemic goes on for an extended period."The problem that we're seeing now, post-pandemic and coronavirus, is that those nurses can't flock to any one area to support people because the problem is, they have to support locally where they are," said Jon Griffith with the recruitment company GQR. Griffith explained there were supply and demand issues with nurses before COVID-19. Now travel nurses, who would typically fill the void are needed in every state, and not necessarily available to travel."We're seeing people called out of retirement," he said. "Nurses and physicians alike being requested to come out and support. Essentially what we're trying to do at GQR is to tap into those resources or new grad nurses, retired nurses, wherever we can to give that local support to these hospitals to try and mitigate that risk."Griffith told 10News the hospitals they've spoken with are aware of potential challenges and are gearing up to make sure people have their healthcare needs met."They are heroes alright," Griffith said. "We see this all on social media. They are on the frontlines still giving great patient care and focusing on that continuity of care and that right there is what this is all about. But nurses have that fear of being understaffed and hospitals are really trying to rise to that challenge right now."10News asked healthcare providers across San Diego County how they will maintain staffing levels as nurses get sick or burned out, and if they have enough staff to backfill any vacancies.Here are the responses we got back.Sharp Healthcare:Yes, definitely a consideration given the unknowns around how long the COVID-19 outbreak will last. Because elective and non-emergent procedures are canceled, that frees up personnel who may be needed to backfill in other areas.UC San Diego HealthYes, we have a comprehensive plan for staffing our hospitals and clinics throughout the pandemic. In addition to a workforce of more than 2,900 nurses, we have access to additional nurse travelers and registry nurses to quickly flex up as needed. Our operational command centers monitor all personnel needs and deploy caregivers and resources across our health system in real time. Kaiser PermanenteWe are working with our public health partners to manage all aspects of the health care delivery continuum, and so far, our plans are working even as conditions, needs and priorities change. As we do every flu season, we have contingency plans in place to manage both higher numbers of patients in our facilities and illness among staff. Out of extreme caution as we respond to the challenge of coronavirus, employees who may have been exposed to the virus will remain at home for a 14-day observation period. We are able to manage this in part with fully licensed or certified seasonal contract staff. And because we are a fully integrated health care system, we have the ability to move staff from one facility to another and to adjust work schedules as needs dictate. We appreciate the flexibility and willingness to help among all of our team members.Scripps HealthScripps Health is currently recruiting for registered nurses and other key patient care roles as the impact of COVID-19 continues to play out. We have extended all current agency and traveler contracts through the end of May to ensure we have consistent coverage. Our Employee Assistance Program continues to work with our caregivers to help manage stress and burnout, such as mindfulness-based stress reduction sessions.In a sign of our commitment to the safety of our employees and patients, we have shifted our interview processes to be completely virtual so that applicants are not coming on our campuses. Also, our new employee orientation is now being conducted online so that we can minimize group sizes and practice social distancing where possible for caregivers.Do we have enough nurses currently to back fill the vacancies we expect?We are focused on protecting our workforce so they can safely treat our patients. We continue to recruit high-caliber candidates in the roles we anticipate needing and fast track the rehire process for those wanting to return to Scripps. Our nursing leadership is developing scenarios to better understand what roles may be needed in the future and how we staff up or cross-train clinicians to fill those potential gaps. We are looking at how our clinic and outpatient staff might be utilized in the hospital setting. We have established a labor pool of staffing that will better enable us to meet the needs of increased hospitalizations. We are also actively assessing roles to evaluate where there may be crossover of skills among nursing disciplines, which can effectively broaden our availability of nurses. If we don’t, where will that manpower come from?We have strong partnerships with several traveler and agency firms to assist in urgent placements. SAN DIEGO (KGTV) -- A fire that burned near SDSU Sunday afternoon, forcing the evacuation of a nearby apartment complex has been contained. According to the San Diego Fire-Rescue Department, the fire burned roughly two and a half acres. University Police evacuated the Villa Alvarado Apartments during the blaze. Evacuees were asked by the school to report to the Tula Community Center at 6126 Montezuma Road. As of 2:18 p.m. evacuations were still in place. San Diego Fire-Rescue Tweeted around 1 p.m. that the blaze was burning on the 5500 block of Canyon Crest near SDSU. RELATED: Check traffic nearby“SDFD has many firefighters on the ground as well as air resources on this fire. Please avoid the area if possible,” the department said in a tweet. The fire also forced MTS to miss several stops during the fire including it's College and Alvarado stop, College and SDSU stop and SDSU Transit Center stop. Update: The fire is now contained, and no SDSU buildings are at risk of fire.Villa Alvarado remains evacuated at this time. SAN DIEGO (KGTV) — A group of local doctors slammed San Diego's Board of Supervisors for not denouncing reported intimidation of the county's public health officer.The San Diego County Medical Society issued a statement, saying they are, "extremely disappointed by the failure of the Members of the San Diego County Board of Supervisors to stand up against the personal abuse, attempted intimidation and doxing of our County Public Health Officer, Dr. Wilma Wooten."SDCMS pointed specifically to public testimony at the BOS' hearing on Tuesday, during which a caller revealed Wooten's address. Some residents have called into the meetings recently to demand the county lift business and activity restrictions and the facial covering mandate under the public health order.RELATED: Fletcher, Gonzales to quarantine after close contact with COVID-19 positive person"There was no evidence that any of you attempted to defend Dr. Wooten, criticize this outrageous and inappropriate conduct, or express any personal sympathy to our County’s Public Health Officer for suffering this type of abuse for simply doing her job," SDCMS' statement read, in part. SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing. San Diego’s Mayor and Housing A spokesperson for San Diego Mayor Kevin Faulconer says he and his staff have gotten to know Betty through the years because her home is near the staging area of the Ocean Beach Holiday Parade.
