Florence Oliver has lived in San Diego her whole life."I was born at SD General at that time, but of course I don't remember it!" The family settled down in Carlsbad, and for Florence, family is everything. For the last century, her family hung on to another memory. A brass bell from the Carlsbad School which rung daily for class.In 1922, Florence's uncles stole stole the bell to pull off a prank on her mother's wedding night. "They hung it, in those days you had those wire springs on bed to hold mattresses, they hung it underneath, no one knew… so the bell really rang loud!"Rather than return the bell, it stayed in the family - first handed down to Florence's oldest brother, and then the next brother, and eventually to her."What does it mean to me, it's just a piece of our life, and it's gone through our family, it's like it's related."One day, Florence had a conversation with her niece. "She said Dad used to go in the garage and she told me that bell needs to go home, that would make him very proud."So last month, Florence made good on her promise. SAN DIEGO (KGTV) — State officials responded earlier this week to a technical glitch that impacted as many as 300,000 COVID-19 test results being reported."We are committed to the medium and long term to address these foundational data issues so that we can approve our importance and our customer service," Gov. Gavin Newsom said earlier this week. Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision making. But are counties themselves having any issues with the numbers?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted. The county says they have had to go back and subtract some people from the total number of cases when they realized they counted that person more than once, but stress that's rare.In San Diego and San Luis Obispo Counties, officials said they're confident in the daily numbers they are reporting to the public."I'm quite confident our numbers are accurate. Before we had web CMR and our tests are not all phoned through CalREDIE. Our test results are reported directly to the county," County Public Health Officer Wilma Wooten said. "The only issue which you already know about is the glitch with Quest which was going through the state and then coming to us so we are fairly confident our information is accurate."A spokesperson for San Luis Obispo County says they are confident in the number of positive cases reported:"We regularly run data queries on our positive case results to search for duplicates. On occasions, duplicates have been detected and counts adjusted appropriately."ABC 10News asked the California Department of Public Health about data accuracy, duplicates, and decision making. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (CNS) - Three San Diego County sheriff's deputies were justified in fatally shooting an Alpine man who charged at them with a knife in his hand last fall, according to a report released Wednesday by the District Attorney's Office.Daniel Ayala, 31, was shot 10 times outside his apartment in the 2600 block of Alpine Boulevard last Nov. 12.Sgt. Chris Katra, Cpl. Sean McGillicuddy and Deputy Kevin Nulton responded to that address around 2:50 p.m. following reports that a man was screaming, talking about killing himself and others, and throwing items, according to a letter prepared by District Attorney Summer Stephan and addressed to San Diego County Sheriff Bill Gore.Body camera footage from two of the lawmen was also released by the D.A.'s office.RELATED: Man who was fatally shot by deputies in Alpine identifiedAs the deputies approached the front door of Ayala's unit and knocked, announcing ``Sheriff's Department'' three times, Ayala opened the door, said ``What's up!'' and jabbed a knife twice through his metal screen door, the body-worn camera footage shows.The deputies backed up from the door as Nulton alerted the others by saying ``Knife, knife, knife.''Ayala then opened the screen door and advanced towards the lawmen, who opened fire, striking him mostly in the upper body, according to Stephan's letter.Ayala died at the scene. His 5-year-old son was inside the apartment during the entire encounter, but was physically unharmed, according to the district attorney.Toxicology results showed Ayala had methamphetamine, heroin, cannabis and alcohol in his system.Stephan's letter concludes that the deputies ``were in a confined space when Ayala advanced on them quickly with a knife in his hand.'' The letter also notes Ayala's previously reported statements about killing people.``The deputies had no other option available to them as they Ayala could stab them immediately and seriously injure or kill them,'' the letter reads.Katra has been employed by the San Diego Sheriff's Department for 18 years, McGillicuddy for 12 years and Nulton for 10 years. 2096

SAN DIEGO (CNS) - The union representing mental health professionals at Kaiser Permanente facilities in San Diego and across the state hit the picket lines Monday for a five-day strike amid a continued labor standoff. The walkout by the National Union of Healthcare Workers, representing roughly 4,000 psychologists, therapists, psychiatric nurses and other healthcare employees, had been planned in November but was delayed out of respect following the death of Kaiser CEO Bernard Tyson. Union officials said the walkout could result in the shutdown of more than 100 Kaiser clinics and medical facilities ``from San Diego to Sacramento.'' NUHW accused Kaiser of forcing clinicians to ``accept significantly poorer retirement and health benefits than Kaiser provides to more than 120,000 other employees in California.'' ``Mental health has been underserved and overlooked by the Kaiser system for too long,'' Ken Rogers, a Kaiser psychologist, said in a statement released by the union. ``We're ready to work with Kaiser to create a new model for mental health care that doesn't force patients to wait two months for appointments and leave clinicians with unsustainable caseloads.'' But Kaiser accused the union of flatly rejecting a proposals made by a neutral mediator and opting to strike instead of ``working through the mediated process.'' ``In Southern California, the primary contract concern relates to wage increases and retirement benefits,'' said Dennis Dabney, Kaiser's senior vice president of national labor relations. ``The mediator's recommendation includes wage increases of 3%, 2.75%, 2.75%, .5% each year with lump-sum payments in years 2-4 of 0.25%, 0.25% and 0.5% to provide 3% increases per year over the terms of the agreement and a ,600 retroactive bonus. ``While our therapists in Southern California are paid nearly 35% above market, we believe these issues are resolvable,'' he said. Dabney said NUHW workers have the ``same defined contribution plan that nearly a dozen other unions have, and that has been in place for more than four years.'' ``Our current proposal on the table actually enriches this program such that a 3% employee contribution would have a 9% contribution from Kaiser Permanente,'' he said. ``Again, this is no reason to strike. Rather than calling for a strike, NUHW's leadership should continue to engage with the mediator and Kaiser Permanente to resolve these issues.'' NUHW workers also held a five-day statewide strike last December. Union leaders claim that mental-health clinics continue to be understaffed and ``patients are routinely forced to wait six to eight weeks for therapy appointments and clinicians are so overbooked that they have to work after hours trying to help patients who can't wait for care.'' 2783
