BEIJING, Feb. 9 (Xinhua) -- China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives who are suspected of having committed a crime known as fake invoice fraud. The campaign will have a code name known as "spring thunder", said Liu Jinguo, Vice Minister of Public Security. While addressing a teleconference Monday, the vice minister said: "As the Spring Festival is drawing near, the demand for fake invoices remains strong. Perpetrators will get on the move."Statistics show that the police across the country uncovered 237 cases involving fake invoice fraud and detained 234 suspects in January. They also destroyed eight large sites making and selling fake invoices, and confiscated more than 12 million fake invoices in the past month.Fake invoice vendors are common in Chinese cities, where they offer receipts used for tax purposes. Such invoices could cause huge losses in tax revenues and could feed illegal activities, such as smuggling, money laundering and corruption. The Spring Festival, or the New Year's Day on the Chinese lunar calendar, will fall Sunday. It is an occasion for reunions of relatives and friends, completed with much fun and plenty of eatings. Spring Festival is the most important event for people of Chinese origin.

WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency. The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. To force an appreciation in the RMB cannot resolve U.S. deficit or unemployment.Zhong noted that given the large scale, broad scope and rapid development of the China-U.S. bilateral economic and trade cooperation, frictions and problems are inevitable."As long as the two sides stick to a strategic and long-term approach to our economic and trade ties and appropriately handle trade frictions through communication and consultation, we can find common grounds and shelf differences and constantly further the bilateral economic and trade relations."

BEIJING, Feb. 7 (Xinhua) -- Chinese Premier Wen Jiabao said Sunday that China-Japan ties are at a crucial stage, urging the two countries to enhance mutual trust and step up dialogue and cooperation in all spheres."In the first decade of this century, China and Japan have taken an important step towards the goal of a strategic and mutually beneficial relationship after undergoing twists and turns," said Wen in his congratulatory letter to a meeting on China-Japan friendship. The first meeting of the fifth 21st Century Committee for China-Japan Friendship, an advisory body for the two governments, opened in Beijing on Sunday to discuss various dimensions of China-Japan relations and provide policy suggestions to the two governments. The committee, with Tang Jiaxuan, a former state councilor, and Taizo Nishimuro, Tokyo Stock Exchange (TSE) president, as chairs of the two sides, is holding a three-day meeting."At the crucial stage of bilateral relations, I hope the members from both sides will work closely and come up with valuable suggestions to contribute to the long-term friendship and common prosperity," Wen said. The relations between China and Japan, two important neighboring countries in Asia, have seen stable development since Japanese Prime Minister Yukio Hatoyama took office last September.Wen said the cooperation between China and Japan will "not only benefit both countries and Asia at large, but also exert positive and profound impact on world political and economic structure" in the face of complex international situation and many grave challenges.Hatoyama in his congratulatory letter also urged the two countries to beef up understanding and cooperation to build comprehensively their strategic and reciprocal relations. In his keynote speech at the meeting, Tang Jiaxuan made four proposals on advancing bilateral ties.Tang proposed that the two countries continue to foster strategic mutual trust, work on the economic relations by highlighting cooperation in environmental protection, low-carbon economy and high-tech, boost cultural exchanges and enhance coordination in international and regional affairs. He said China-Japan relations still face some problems and challenges that can't be neglected, noting that their political mutual-trust needs to be promoted, their national feelings towards each other need to be improved and some sensitive issues need to be properly handled.Taizo Nishimuro also made proposals including enhancing political mutual trust, promoting trade liberalization, encouraging cultural exchanges and promoting Asian regional cooperation and world peace.

GUANGZHOU, Jan. 21 (Xinhua) -- Southern Guangdong Province launched the pilot real-name ticket system Thursday morning amid China's efforts to curb ticket hoarding by scalpers.China's first real-name ticket was booked at 7:03 a.m. by phone, confirmed the ticket booking system of Guangzhou Railway Group (GRG), operator of the province's railways. The ticket, priced at 423 yuan (61.96 U.S. dollars), was for a hard berth on a train coded K446 scheduled for Jan. 30, running from south China's Shenzhen City to northwestern Xi'an City. The real-name system covers tickets of trains scheduled for the 40-day Spring Festival travel peak starting from Jan. 30. These tickets are now available as travellers can book 10 days in advance by phone.Travellers are able to dial hot lines to book tickets and get them from wickets in railway stations or ticket agencies before midnight the day after the booking. The traveller only need to follow automated voice instructions and dial in necessary information. After the booking is accepted and processed in a computerized database, the automated voice system will issue a booking code. With the code and ID card at hand, the traveller can get his ticket from wickets in railway stations or ticket agencies."This procedure is expected to prevent long queues at the windows because most of the communication is made on phone," said Huang Xin, head of GRG's passenger transport section. The National Development and Reform Commission forecast some 210 million train trips during the Spring Festival rush, a year-on-year rise of 9.5 percent. The real-name system has drawn much attention in China. It still needs to be seen whether the system can effectively curb ticket hoarding. There are also worries that the newly introduced ID checks may paralyze railway stations because of the heavy workload involved.GRG will hold a press conference at around 9:00 a.m. on Thursday to reveal more details on the system.
