SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. For the past two years, the San Diego's Planning Department has led the Kearny Mesa Community Plan update to determine how Kearny Mesa will develop in the future. SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. SAN DIEGO (CNS) - San Diego Police Chief David Nisleit Tuesday promised a thorough investigation into allegations that one of his officers uploaded a social media post mocking a roadside memorial for a robbery suspect fatally shot three months ago by that lawman and a patrol partner.SDPD Officer Jonathon Lucas was immediately suspended without pay after the online image seemingly belittling the death of 25-year-old Leonardo Hurtado Ibarra appeared on Instagram last week, Nisleit told reporters during a mid-afternoon briefing at downtown police headquarters."I am shocked and disturbed by the reports of this officer's conduct," the chief said about the post, in which emojis of laughing and tearfully wailing faces were superimposed over a photo of the makeshift tribute to Ibarra at the site where he was shot."The officer's alleged actions fall short of the high standards I and our community have for the San Diego Police Department," Nisleit said.Late on the afternoon of June 27, Lucas and Officer Tevar Zaki opened fire on Ibarra, a suspect in a recent robbery, when he allegedly pulled a revolver from his waistband and pointed it at them as they approached him in the 1200 block of Sixth Avenue in the Core-Columbia district.Ibarra succumbed to his gunshot wounds in a hospital two days later.The shooting prompted demonstrations by protesters alleging a culture of excessive use of force and racial bias on the part of the San Diego Police Department.While condemning the antagonistic online posting Tuesday afternoon, the police chief offered a message to Ibarra's survivors."I want to apologize to the Ibarra family," Nisleit said. SAN DIEGO (CNS) - San Diego Humane Society officials reached out to the public Monday for help in finding whoever abandoned a gravely malnourished dog in Pacific Beach last week.The dog, a 3-year-old shepherd mix, was abandoned near Campland on the Bay, off Pacific Beach Drive, on or around last Monday, according to the San Diego County Humane Society. A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach.
