SAN DIEGO (KGTV) -- La Mesa Police Department announced it has dropped their charges against Amaurie Johnson, a black man whose controversial arrest was captured in a viral video last week.La Mesa Chief of Police Walt Vasquez said that "after a full review of all of the evidence in the criminal investigation" against Johnson, the police department will not seek prosecution "on any of the alleged misdemeanor charges."The announcement comes two days since the department released body camera footage showing the events that led up to an arrest video that surfaced last week.A week prior, a video surfaced showing an argument between Johnson, a black man, and a white police officer at the Grossmont Trolley Station. The officer is seen pushing Johnson into a sitting position onto a bench. Eventually, Johnson is handcuffed and told he is being charged with assaulting an officer.It's unknown what actually occurred in the first few moments of the encounter because the witness video began recording sometime after the confrontation began, and the first the 30 seconds of the video provide by police starts without any sound. On the day the body camera video was released, Vasquez said the beginning of the video is muted because of the way the body camera is activated."Mr. Johnson is relieved that the criminal aspect of this case seems to be over with (but) until we have something formal from the prosecuting agency, he is not at rest in believing that it is completely over with," Johnson's attorney, Troy Owens, said. "He has still expressed that he is shaken up and upset by what took place. He has expressed that this is not the first time an incident like that has happened, it's just the first time it happened to be captured on camera, so Mr. Johnson is adamant he wants to see change.""We do believe that the officer should be investigated for potential criminal liability, but there is also a civil aspect to this. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Owens added.The incident sparked a large protest last Saturday in La Mesa. Thousands of demonstrators took over city's streets to protest Johnson's arrest and the department's investigation of the incident. The peaceful demonstration and marches ended when a large group gathered outside of the La Mesa Police Department and began attacking a bear cat vehicle that was brought in to help disperse the crowd. SAN DIEGO (KGTV) - It's been 13 years since Filirican Torres died after being hit by a car on the 94 Freeway, and her family says every passing holiday and anniversary brings the pain back to the forefront."It feels like someone is stabbing you in the heart over and over again," says sister Edy Torres.Friday is the anniversary of the death, which is still unsolved. Now the Torres family is asking anyone with information to come forward and help them get closure."Maybe they heard something in the last 13 years," says Torres. "Maybe they heard her name or something came up. Help us out."The family says Torres was thrown from a car on the freeway on January 10, 2007, and then hit by several other cars on the road. It happened on the Eastbound lanes of the 94 in between Euclid Avenue and Kelton. At the time, San Diego Police called the death "suspicious." In 2009, Crime Stoppers released a photo of a white Geo Metro as a suspect vehicle, but they never made any arrests."She was a loving person," Torres says of her sister. "When you met her she would put a smile on your face. She had this aura where you would just gravitate to her."As they have for years, the family is putting up posters around the area where the crash took place."It's been 13 years," says Edy. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. SAN DIEGO (KGTV) - Local health care workers are seeing a massive number of at-risk patients through virtual visits amid concerns over COVID-19. “We've gone from having 100 visits a day [by phone or video] to 1,200 visits just yesterday alone, says Dr. Abi Olulade with San Diego's Sharp Rees-Stealy Group. She and hundreds of doctors with Sharp Healthcare are putting a special emphasis on telehealth appointments with patients who are considered at-risk because their immune systems can be weaker. RELATED: Coronavirus Impact: Concern over nurses' protective gear“[Patients] with lung disease, heart disease, diabetes and those that are immuno-compromised so we are focused on our higher risk patients,” she tells 10News.This week, 10News interviewed Dr. David Wetherhold at Scripps Health whose team is also trying to reach that same population through Scripps' telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's compressed into a few weeks. “The immuno-compromised, transplant patients, heart failure patients or cancer patients. [They’re] going to be our initial focus [with] trying to get them the care they need remotely without bringing them out into the community," Wetherhold said.RELATED: In-person EDD services temporarily closed“They are more at-risk of getting severe complications from coronavirus so we want to limit them coming into the office when we can,” adds Dr. Olulade. She wants to remind at-risk patients to stay in communication with their providers about any new symptoms, even if mild, that could warrant a need for further evaluation.
