SAN DIEGO (KGTV) - Secretary of Homeland Security Kirstjen Nielsen visited San Diego Monday, making her first local stop since joining President Trump's cabinet in December.Nielsen arrived in San Diego after a long flight from South Korea, where she helped represent the United States at the Paralympics. The trip also coincides with President Trump's arrival in San Diego Tuesday.Nielsen spent most of her day with the Coast Guard. She took a helicopter ride for an aerial tour of the border wall prototype site, then gave a speech to the Coast Guardsman."True border security involves a wall system, which, of course, include the physical infrastructure, but also mission-ready agents," Nielsen said in her speech as she touched on the controversial issue of immigration.Nielsen then boarded a Coast Guard response ship to watch a tactical demonstration put on by the Coast Guard's elite Maritime Security Response Team.She will remain in San Diego to join President Trump for his ground tour of the border wall prototypes Tuesday. 1046

SAN DIEGO (KGTV) - Saturday night, the Padres will welcome back one of the most iconic characters in franchise history.The Famous San Diego Chicken will return to Petco Park as part of the team's 50th anniversary celebration."It's like coming back and seeing family again," says Ted Giannoulas, the man behind the mascot. "It's great. These fans put me on the map. It was their laughter, their good faith over the decades that launched my unique career."The Chicken started in 1974 as a radio station mascot. Over the years, his popularity grew, turning the San Diego favorite in a national phenomenon.But it's been 10 years since the Chicken ruled the roost at a Padres game. The team decided their anniversary season was the right time to welcome him home."As you look back through our 50 year history, it was a piece of our story that we thought really needed to be told this year," says Marketing Director Wayne Partello.As part of the Chicken's return, the team will give away a San Diego Chicken bobble head to every fan at Saturday's game."It's the spitting image of me," says the Chicken, who partnered with the team to make sure they got every detail right, down to the coloring on individual feathers.The Chicken will also sign autographs and take pictures with fans throughout the game. It may be the last time he performs at his home park."I don't know about that for sure," Giannoulas said when asked about his longevity. "It's been 45 years. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. Both Zillow and Bankrate listed San Diego as one of the nation's most challenging housing markets for first-time buyers. 2333

  

SAN DIEGO (KGTV) — She's a pre-med student at UCSD with hopes of becoming a neurosurgeon, and for the last year-and-a-half, Shea Cruise has been homeless.Like so many on the UCSD campus, the senior's plate is pretty full. The neuroscience student has a rigorous course load."I was taking 20 units this quarter, full time is 12," said Cruise, 23.But her studies aren't the only thing occupying her thoughts. When classes are over and she's finished her shift as a server, Cruise must figure out where she's going to sleep.She calls her 2006 Ford Focus home. She's parked it in store lots, near the beach and in campus parking structures overnight. She qualifies for some financial aid but it's enough to cover her tuition. Shortly after transferring to the school two summers ago from Cerro Coso Community College in Ridgecrest, she decided to live in her car to save money. "I shower in the gym on campus," said Cruise.Cruise also borrows her textbooks — whatever it takes. "This was something I had to do to reach my goals. Something I was willing to sacrifice," said Cruise. Then, four weeks ago came an unexpected medical diagnosis, which will force her to take leave from her job for appointments and treatment.Cruise started a Gofundme campaign to help with tuition and other expenses, at the same time revealing a truth few on campus were aware of."It's an invisible population. Speaking about it hopefully will bring more light not to me but others in my position," said Cruise.As for her academic position, she currently has a 3.8 GPA and is determined to graduate this June."I don't look at my situation as a victim. I look at it as a lesson. It teaches me to be more empathetic toward other people. I hope to one day be able to help people," said Cruise.If she's able to graduate, she'll spend some time saving up money before applying for medical schools like Stanford, UCLA and Harvard next year. 1923
