(KGTV/AP) - California Attorney General Xavier Becerra filed a lawsuit Tuesday against the Trump administration over a decision to include a citizenship question on the upcoming U.S. Census.On Monday, the U.S. Commerce Department announced the reinstatement of the citizenship status question for the 2020 census. The question has not been a part of the census since World War II.Commerce Department officials said adding the question will help the Justice Department enforce the Voting Rights Act, which protects minority voting rights. It said that between 1820 and 1950, almost every decennial census asked a question on citizenship in some form.“Secretary [Wilbur] Ross has determined that reinstatement of a citizenship question on the 2020 decennial census questionnaire is necessary to provide complete and accurate census block level data,” officials said in a press release issued Monday.The population count taken every 10 years is more than an academic exercise. It's required by the Constitution and used to determine the number of seats each state has in the House as well as how federal funds are distributed to local communities. It helps communities determine where to build everything from schools and grocery stores to hospitals.A coalition of state attorneys general, including Becerra, urged the department last month to not add such a question, saying it could lower participation among immigrants and cause a population undercount.In an op-ed published on the San Francisco Chronicle website, Becerra said a citizenship question “would discourage noncitizens and their citizen family members from responding to the census, resulting in a less accurate population count.”Becerra also added: “California, with its large immigrant communities, would be disproportionately harmed by depressed participation in the 2020 census. An undercount would threaten at least one of California’s seats in the House of Representatives (and, by extension, an elector in the electoral college.) (KGTV) One person is dead after being partially sucked out of the window of an airplane.Southwest Flight 1380 was forced to make an emergency landing after engine failure following takeoff from New York. (KGTV) — State wildlife officials are warning people not to feed deer in Northern California to help control the outbreak of a fatal disease in the animals.Department of Fish and Wildlife officials say they have confirmed outbreaks of "adenovirus hemorrhagic disease" in deer across several Northern California counties, including Napa, Santa Clara, Sonoma, Tehama and Yolo counties. The disease is typically fatal to deer and can be spread by animals in close contact with each other. The virus is not known to affect humans, pets, or domestic livestock.Adenovirus hemorrhagic disease, or CdAdV-1, isn't new. In 1993-1994, an outbreak of the virus was reported in black-tailed deer and mule deer in 18 counties. Since that outbreak, the virus has been identified as the cause of sporadic and widespread hemorrhagic disease in deer in California and other western states.The disease causes excessive salivation (drooling or foaming at the mouth), diarrhea, regurgitation, or seizures in infected deer, however, those animals infected are often found dead with obvious symptoms, sometimes near water.Deer fawns are at the greatest risk of the disease, according to CDFW.Officials say feeding deer can cause the animal to gather and spread the virus to each other."Providing attractants for deer – food, salt licks or even water – is against the law for good reason," said Brandon Munk, senior wildlife veterinarian with CDFW’s Wildlife Investigations Laboratory. "Because these artificial attractants can congregate animals and promote the spread of disease, it’s particularly imperative to leave wildlife alone during an outbreak. There is no cure or vaccine for this disease, so our best management strategies right now are to track it carefully, and to take preventative measures to limit the spread."People can help officials track and study the disease by reporting sightings of sick or dead deer. 1909

  

(KGTV) - Police say they've located the two young boys who went missing late Monday night from their home in Escondido. Both boys were found safe in Oceanside by their uncle, according to authorities. Police said 9-year-old Zackariah Valdez and 11-year-old Daniel Cisneros went missing from their home on the 1500 block of W. Valley Parkway at 10 p.m. Monday, prompting an hours-long search. Throughout the day, the two boys were spotted in several locations before their uncle found them later in the afternoon. The children's mother spoke after the two young boys were located. Viviana Valdez said there was a woman who helped take care of her kids after they went missing. “There was a lady who sheltered my kids for a little bit and fed them and again I don’t know who you are, but I want to say thank you. Thank you for, you know, taking them out of the cold and feeding them,” said Valdez. 938
