SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. SAN DIEGO (KGTV) — UC San Diego says it plans to begin repopulating its campus this summer, with about 30% of courses being held in person this fall.The campus says in-person classes will be limited to less than 50 students per class or 50% classroom capacity, whichever is lower. Any classes with more than 50 students enrolled will be offered remotely.Some classes will also be held in a hybrid format. The fall quarter is set to begin on Sept. 28, with student arrivals to campus being staggered to protect the capacity for testing."We aim to mitigate risk in a way that will allow UC San Diego to provide an environment for learning and offer a university experience that our students expect," said Chancellor Pradeep Khosla. "As one of the nation’s leading research universities, we have risen to meet difficult circumstances and responded with innovation every step of the way."For students attending in-person classes, facial coverings will be required, according to the school. Students will also be tested for COVID-19 monthly and when moving in on campus.UCSD plans to offer regular coronavirus testing to students, faculty, and staff, with higher frequency in testing for those who are at higher risk for infection. The campus says there will be no cost for asymptomatic or symptomatic testing for students, faculty, and staff when done at a UC San Diego Health location or through Student Health Services.“Our adaptive model considers the most current science on transmission and infection risk and will drive our determinations on the testing frequency of our various campus populations,” said project lead Natasha Martin, associate professor of medicine at UC San Diego School of Medicine. “We wanted a simple, easy testing process which can be delivered at scale in the fall to ensure widespread testing for early outbreak detection.“Our simulations indicate that if more than 75 percent of the population were tested per month, we would be able to detect an outbreak before there are 10 detectable infections on campus,” she said.Students aren't thrilled at the impact the coronavirus is having on their college experience."You can't really make new friends and meet new people and do many projects strictly online," Dylan Nelson said. He will be an incoming Junior at UC San Diego. SAN DIEGO (KGTV) - U.S. Customs and Border Protection started Tuesday construction on its second border wall project along the U.S-Mexico border. The 14-mile long project consists of crews replacing existing barriers with new 30-foot tall steel bollards. The contract was awarded to Texas-based construction company SLSCO Ltd.
