(KGTV) - The California Justice Department does not verify the validity of hunting licenses for people under 21 who are applying to buy firearms, instead saying that’s the responsibility of individual gun shops. That information could shed light on how Poway synagogue shooting suspect John Earnest was able to buy his gun at 19 with an invalid hunting license. Earnest picked up the AR-15 style weapon from San Diego Guns on April 26, the day before the alleged attack. His hunting license was not going to become valid until July 1, 2019, according to state Fish and Wildlife. A woman who answered the phone at San Diego Guns Friday said the store would have no comment. Earlier this week, a different employee told 10News, “We did everything properly. We did everything we needed.” Senate Bill 1100 went into effect this year, requiring anyone under 21 buying a rifle to be law enforcement, military, or have a valid, state-issued hunting license. The Justice Department, however, says gun shops must verify the hunting license before they allow the customer to fill out the state online application. That application leads to a 10-day background check that checks a variety of categories - hunting licenses not listed. "Dealers are currently responsible for determining whether an exemption would apply under Senate Bill 1100 at the point of purchase. The 10-day waiting period, among other things, is to check if an individual is prohibited by state or federal law from owning or possessing a firearm," a DOJ spokesperson said in a statement. Earnest is accused of killing Chabad of Poway worshipper Lori Kaye and injuring three others in the April 27 attack. “He was not 21, so I knew from the beginning there is something fishy here with that gun,” said Israel Dahan, whose daughter Noya was hit by shrapnel and will soon have surgery on her upper cheek. “To be honest with you, what’s the difference? This guy is a killer, it doesn’t matter if he’s going to buy it legally or illegally." Gun shops found violating the rule would have limited time to correct any violation, which could include getting the firearm back. (KGTV) - Three San Diego residents were shot to death during a weekend of violence in Tijuana.Multiple Tijuana-based news services said a triple homicide was reported on the morning of Nov. 25 in front of a building in the Lomas Verdes housing complex. When the bodies were found, they each had gunshot wounds to the head.According to news outlet Punto Norte, investigators believe the three people killed were taken from an apartment at gunpoint, forced to kneel and then shot.10News spoke to 23-year-old Katheryn Garcia. She told us her cousin, 17-year-old Christopher Alexis Gomez was among the three people shot to death. Garcia said her cousin is a senior at O'Farrell Charter School (OCS) in Encanto. She said he was a proud starting Lineman for the school's new football team. Last week, Gomez told Garcia that he was going to a barbecue party in Ensenada on Friday with his friend, 18-year-old Juan Suarez Ojeda. Dr. Jonathan Dean, the Superintendent at OCS, told 10News Ojeda wasa recent O'Farrell Charter graduate, class of 2018. Garcia said she has never met the third victim, but knew the teen was Ojeda's friend who lived in Tijuana.Garcia said the three were tortured, likely in a different location, before being shot execution style.Garcia said her family are now left with more questions than answers. Why would Christopher, a boy who had never been in trouble, be killed? Was this a case of mistaken identity? Was he at the wrong place at the wrong time? Who would do this?“They’re monsters. Who does that to three young boys who had their whole life ahead of them," Garcia said in tears. (KGTV) -- With federal unemployment benefits set to expire July 31, state lawmakers are proposing a plan that would provide some financial relief for jobless Californians.Congress has until Friday to extend the CARES Act, which provides an extra 0 in unemployment benefits to Americans out of work due to the coronavirus pandemic.Proposals have been laid out in Congress to either extend the current federal benefits or extend them with a reduction of the 0-per-week amount, but no agreement appears to be close as the deadline approaches.With time running out, California lawmakers are considering their own plan if a federal one does not materialize.Several state Democrats have proposed a 0 billion stimulus plan that would provide extra cash for California’s unemployed should the federal benefit expire.In a news release from state Sen. Jim Beall’s office, the proposed state plan “aims to raise 0 billion through a new tax voucher program and the acceleration of other existing revenue streams.
