SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' SAN DIEGO (KGTV) - A Clairemont woman received a big shock when she looked at her doorbell camera video and found out who vandalized her truck.Every time Kris Larrabee looks at the scratch across the hood of her truck, she gets more upset."Deeply angry and deeply hurt," said Larrabee. The damage appeared Thursday morning after her husband parked the truck in the driveway the night before, blocking part of the sidewalk. "He came back from a long road trip, exhausted. He parked it there so he could unload it the next day," said Larrabee.Just before 6 a.m. on Caywood Street, their Ring video shows an older woman walking a dog, before she pauses to look at the truck. Immediately, she walks across the driveway and runs her hand along the hood, leaving behind a new scratch. Larrabee says repairs will total several thousand dollars."I couldn't believe it. I was shocked," said Larrabee.The identity of the culprit made her heart sink."She's a mature woman. At her age, she should have known better," said Larrabee.Larrabe was even more taken aback, because her other car has been keyed eight times in the driveway in the past year. She had suspected teenagers. In all, neighbors have reported dozens of similar incidents in the past year. A block away, the owner of a van and another vehicle tells 10News he has also been keyed eight times. In all those incidents, the sidewalk was partially blocked. The neighborhood is an older one with shorter driveways. "This is not the solution. She could have left a note. She could have come to us. SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739

SAN DIEGO (KGTV) -- A family moving from Philadelphia to San Diego says they had their belongings stolen within the first 30 minutes of being here.The family says it all happened in the parking lot of a Target store in Mission Valley. The cargo carrier atop their car, stolen from the roof.The family says they think the suspects who stole the items may be professionals. Michael Kaminis says he thinks the thieves knew what they were doing when they unhooked the carrier without leaving a mark. “I was in shock, the kids were crying.”Kaminis says despite the setback, his family is staying positive. “You can’t let a thing like this deter a big life decision, they’re still on board, they love the idea of San Diego.
