IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. They also made it a point to make all transactions transparent to all members. 2269

If you are looking to avoid being quarantined in Hawaii for up to 14 days due to COVID-19, United Airlines and Hawaii Airlines are looking to make it easier on you by offering same-day COVID-19 tests at the airports.On Thursday, United announced that beginning Oct. 15, passengers traveling from San Francisco to Hawaii can either take a rapid test at the San Francisco International Airport (SFO) or a self-collected, mail-in test ahead of their trip.If you opt for the self-collected test, you must submit your sample within 72 hours of travel via overnight mail or an airport dropbox, United said."Our new COVID testing program is another way we are helping customers meet their destinations' entry requirements, safely and conveniently," said Toby Enqvist, Chief Customer Officer at United in the press release. "We'll look to quickly expand customer testing to other destinations and U.S. airports later this year to complement our state-of-the-art cleaning and safety measures that include a mandatory mask policy, antimicrobial and electrostatic spraying and our hospital-grade HEPA air filtration systems."On Friday, Hawaii Airlines announced that passengers traveling to Hawaii from Los Angeles (LAX) or the Bay Area would be able to use drive-through services at Worksite Labs locations near LAX and SFO."As Hawai'i's leading airline, it is critical to ensure that access to testing does not impede travel to Hawai'i, for visitors or our kama‘āina (residents)," said Avi Mannis, senior vice president of marketing at Hawaiian Airlines in a press release. We're grateful to the state of Hawai'i for its partnership in developing the pre-travel testing program."You have the option to pay either for results within 36 hours or 0 for same-day results, the airliner said. Hurricane Hunters have been flying in and out of Hurricane Laura continuously for days, getting a close-up look as the hurricane has rapidly intensified.In less than two days, Laura went from a tropical storm to a high-end Category 4. The storm is set to strike the Louisiana coast early Thursday morning.There are two Air Force Reserve groups that fly into hurricanes to send back data to the National Hurricane Center.In total, the Air Force Reserve utilizes 20 WC-130J aircraft that are equipped with palletized meteorological data-gathering instruments.According to the Hurricane Hunters, “The navigator keeps track of the aircraft's position and movement and monitors radar to avoid tornadic activity. The flight meteorologist acts as flight director and observes and records meteorological data at flight level using a computer that encodes weather data every 30 seconds. The weather reconnaissance loadmaster collects and records vertical meteorological data using a parachute-borne sensor known as a dropsonde. A new program is hoping to bring some relief, but some worry it'll make roads less safe.The program trains teenagers to drive cross country. Elijah Amos is one of the teens involved with the program and working towards getting his commercial driver’s license.“I think we really did it for me is driving,” Amos says. “Because I really like driving and I feel like you get paid a decent amount of money. Just to drive.”But since he's 18, he won't be able to drive from state to state. He'll have to wait until he's 21. However, a new government pilot program will soon allow some drivers as young as 18 to drive cross country.“I feel like it would open up more job opportunities,” Amos says. “And maybe it opened up the eyes to some of the younger people maybe like actually try and do it.”The program would be available to some members of the National Guard and others with military experience. But in March, House Republicans introduced a bill to lower the commercial driving age to 18 for anyone driving state to state. Their goal? To fight a nation-wide truck driving shortage.Quincy Jones, who directs Sage Truck Driving School, says it's been challenging to attract driving students. He says ultimately, consumers pay the price.“Shipping costs get passed down the consumer,” Jones says. “So if there's a shortage, those aren't getting picked up as frequently. And so who pays them? We do. We all pay. Consumers do."The American Trucking Associations says the shortage is expected to hit 63,000 this year. But with motor vehicle drivers aged 16 to 19 being nearly three times more likely than people over 20 to fatally crash, not everyone believes teen drivers are the solution to the problem.“Younger people have less experience driving for all types of vehicles,” says Norita Taylor, with the Owner Operators Independent Drivers Association. “And so the crash rates are higher for younger people, and so we think it would be a dangerous idea.”Sponsors say the bill would require teens complete at least 240 hours driving supervised by a veteran driver.  2240
