SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt. SAN DIEGO (KGTV) — Police have arrested a man they say peeped into the homes of at least six women in Pacific Beach over the last two months.James Wayne Hubbard, 48, was arrested Friday and charged with six instances of peeping and one count of petty theft, according to San Diego Police.Police say between Sept. 11 and Oct. 12, Hubbard repeatedly peeped into windows of unsuspecting women in the Pacific Beach area at least six times.MAP: Track crimes happening in your areaPolice added the suspect description was consistent between the six events.Through witness interviews, evidence, and the help of patrol officers Hubbard was identified and arrested.Anyone with further information about the cases is asked to call SDPD Northern Division at 858-552-1700 or Crime Stoppers at 888-580-8477. 817

SAN DIEGO (KGTV) -- Months after one of San Diego’s biggest employers was said to be looking to add up to 1,000 jobs, General Dynamics NASSCO instead announced layoffs.In April, NASSCO held a job fair, claiming the company was looking to add up to 1,000 jobs. Robert Godinez, head of the Boilermakers Union Local 1998, says the shipbuilder didn’t hire close to that number.In total, NASSCO notified nearly 1,500 workers that they could be out of a job in September. The shipbuilder told 10News it expects to let go of closer to 350 workers.The layoffs are in relation to a dry dock accident in July that damaged facilities.One of the company’s employees, Glicerio Cortez, says he doesn’t know exactly what happened in July, but he heard of the damage through coworkers. “They say that they heard like a, something like a bomb, something strong and then the water came all the way to the dry dock,” said Cortez.RELATED: NASSCO delivers layoff notices to 1,500 workersVideo captured by Sky10 shows water flooding the dry dock as debris filled the area. Luckily, no one was injured.The July incident isn’t the only reason for the layoffs. SAN DIEGO (KGTV) — North County residents have banded together to help a woman who was living in her van with hundreds of pet rats and nowhere to turn.Locals were first alerted to the woman's situation outside a Del Mar convenience store, where she works. Carla was recently living in her van with two pet rats after becoming homeless, neighbor Kimberly Jackson told 10News reporter Rachel Bianco. The two rats had babies and the situation grew out of hand. The rodents eventually totaled more than 300. The animals chewed through the wiring of the van, rendering it inoperable."Everywhere, there was not one place in the van where they had not gotten into, the wiring, the engine, they came and went from the engine area," San Diego Humane Society officer Danee Cook said. "She was extremely helpful during the entire process as well. She did love her pets, she just let it get out of hand and she became overwhelmed."Video of the rats scurrying across the van's dashboard surfaced on NextDoor, catching the attention of neighbors like Jackson. "She said, "are you here to ridicule me, like everybody else," Jackson told 10News. "I saw what was going on in there, and said, 'how can we help you?' There were like 300 rats in that van." That's when Jackson and other neighbors stepped in, helping Carla tow her van from the parking lot. The San Diego Humane Society then removed the rats, which are healthy and now up for adoption.The acts of kindness have gone even further to help Carla. Neighbors set up a GoFundMe account that has raised nearly ,000 for Carla. Another neighbor donated a car. They're also helping connect her to homelessness resources and housing."She's just a gentle, gentle person, nobody knew she was homeless," Jackson said. SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608
