FALLBROOK (KGTV) - A mobile home fire spread to brush in the Fallbrook area, North County Fire reported Tuesday.The flames broke out about 2:40 p.m. at Highway 395 and Rainbow Valley Road. The mobile home fire sparked three small brush fires nearby.The fires were extinguished within half an hour.There are no reports of injuries or road closures.An employee of a nearby business was unaware of the fire.10News is monitoring breaking developments. 455

ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said. (KGTV) -- The Escondido Union School District Thursday confirmed two people at Mission Middle School tested positive for coronavirus.District officials were notified Tuesday of the positive tests, and officials noted the cases were separate and not related."In an abundance of caution and in alignment with guidance from the San Diego County public health department, all students and staff members who were determined to be potential close contacts with either individual were notified immediately, and were advised to begin a 14-day quarantine", said district spokeswoman Michelle Breier.According to the district, the quarantine includes 25 students, five teachers, and three classroom aides.Under Escondido Union’s hybrid model, some students returned for in-person classes in late September.The district has implemented health and safety measures for students and staff, including limiting class sizes, enforcing social distancing, requiring face masks, conducting health screenings, and swift contact tracing following notification of a positive test.Escondido Union School District is a preschool-grade eight elementary district that is entirely separate from the high school district. ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county.
