(KGTV) - San Diego County residents who bought homes in the 90s are reaping the benefits of a hot housing market. Homebuyers who purchased their properties 20 years ago are “sitting pretty” in 2019, according to a study by GOBankingRates. The study ranked 15 California cities by property appreciation rates. Six of the top 10 increases were in the San Francisco area. Two Los Angeles-area cities, Santa Monica and Newport Beach, finished first and second on the list, respectively. The only San Diego County city on the list of top 20 locations for home appreciation was Encinitas. In 1999, the median home value in Encinitas was 3,500. The figure now stands at ,198,000, marking a 248.8 percent increase in value over 20 years, the study reports. The five-year rental income on an Encinitas home is 9,688, according to the study. (KGTV) -- The state’s Department of Motor Vehicles is reopening its remaining field offices that were shut down due to the COVID-19 pandemic.Starting Thursday, June 11, 169 DMV locations across California will reopen for customers that have appointments and provide service for limited transactions that require an in-person visit.DMV field offices were closed in March due to the coronavirus pandemic but select locations around the state began reopening in May with limited service.Although field offices will reopen, many services -- including behind-the-wheel drive tests – are not available for the time being. Officials said behind-the-wheel testing will return in the coming weeks.DMV officials are urging customers to continue “to use its online services, expanded virtual services and other service channels to complete transactions, including eligible driver license and vehicle registration renewals.”Among the limited services being offered at field offices:Paying registration for an impounded vehicle due to registration-related issuesReinstating a suspended or revoked river licensepplying for a reduced-fee or no-fee identification cardProcessing commercial driver license transactionsApplying for a disabled person parking placardsAdding ambulance certificate or firefighter endorsement to a driver licenseVerifying transit training document to drive transit busProcess DMV express customers for REAL ID transactions, if time and space allowVehicle verificationsDMV officials said the department is rescheduling any appointments that were canceled during the closure and notifying customers of new appointment dates.At each field office, employees will be wearing face coverings, practicing physical distancing protocols, and will have access to disinfecting wipes, hand sanitizer, field shields, gloves, and soap and water.All customers will be required to wear a face covering and remain at least six feet apart from others when in line. (KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported.The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide.In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign. The agency stressed, however, that the "benefits of this action are quite likely to outweigh the costs."The new number will not come with a texting option, but the FCC said in July it will look into the capability for that if it becomes available.Anyone who needs help now can call the National Suicide Prevention Lifeline at 1-800-273-TALK (8255) and text "HOME" to 741741 for the crisis line.
