WASHINGTON, Aug. 18 (Xinhua) -- Black scientists were significantly less likely than their white counterparts to receive research funding from the National Institutes of Health (NIH), according to an analysis of data from 2000 to 2006.University of Kansas Professor of Economics Donna Ginther was the lead author on the study commissioned by the NIH, which will appear Friday in journal Science.The researchers found a 10 percentage point gap in research funding -- even after taking into consideration demographics, education and training, employer characteristics, NIH experience and research productivity. For example, for every 100 grants submitted to NIH, 30 grants from white applicants were funded, compared to 20 grants for black applicants.Applications for NIH funding go through peer review that considers the significance, innovation and approach of grant applications, the investigator(s) and the research environment. About half of the applications are determined to be worth scoring. Among those scored, budgets and NIH Institutes priorities determine which applications are funded. Priorities can vary by year and by Institute.The study found that applications from black researchers were less likely to be scored and on average had worse scores. After controlling for the score of the grant, there were no race or ethnicity differences in funding.Applicants self-identify race, ethnicity and gender, but that information is not available during the peer review. However, biographical facts that are included in the review materials can provide clues to the identity of the applicants.The research suggests it is possible that cumulative advantage may explain the funding differences."Small differences in access to research resources and mentoring during training or at the beginning of a career may accumulate to become large between-group differences," the paper says.Additionally, the paper suggests further research is needed to determine why black researchers are less likely to be funded.NIH Director Francis Collins and Principal Deputy Director Lawrence Tabak call the findings unacceptable and commit to immediate action by the NIH."NIH commissioned this study because we want to learn more about the challenges facing the scientific community and address them head on. BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

BEIJING, Aug. 1 (Xinhua) -- The after-tax CIF (cost, insurance and freight) price of China's jet fuel imports has been set at 7,768 yuan (1,206 U.S. dollars) per metric ton for August, China's economic planner said on Monday.The price adjustment marked the first time for the economic planner to adjust jet fuel prices on a monthly basis after it announced jet fuel pricing reforms in July, according to a notice posted on the National Development and Reform Commission (NDRC)'s website.The NDRC announced on July 7 that it would introduce a market-oriented jet fuel pricing mechanism starting from Aug. 1.Under the new mechanism, the ex-plant price of jet fuel is required to be no higher than the after-tax CIF price of jet fuel imports from Singapore, Asia's largest oil trading and storage center.Taking transportation expenses, trade volumes and international crude oil prices into account, the jet fuel premium is negotiable between jet fuel sellers and buyers and will be reviewed once a year, while jet fuel ex-plant prices will be adjusted on the first day of every month, according to the NDRC.

WASHINGTON, Aug. 4 (Xinhua) -- Researchers have found a way to turn mouse embryonic stem cells into sperm and this finding opens up new avenues for infertility research and treatment, according to a study published Thursday in the online edition of journal Cell,A Kyoto University team coaxed mouse embryonic stem cells into sperm precursors, called primordial germ cells (PGCs), and shown that these cells can give rise to healthy sperm. The researchers say that such in vitro reconstitution of germ cell development represents one of the most fundamental challenges in biology.When transplanted into mice that were unable to produce sperm normally, the stem cell derived PGCs produced normal-looking sperm, which were then used to successfully fertilize eggs. These fertilized eggs, when transplanted into a recipient mother, produced healthy offspring that grew into fertile male and female adult mice. The same procedure could produce fertile offspring from induced pluripotent stem cells that are often derived from adult skin cells."Continued investigations aimed at in vitro reconstitution of germ cell development, including the induction of female primordial germ cell-like cells and their descendants, will be crucial for a more comprehensive understanding of germ cell biology in general, as well as for the advancement of reproductive technology and medicine," the researchers wrote.
