If you are looking to avoid being quarantined in Hawaii for up to 14 days due to COVID-19, United Airlines and Hawaii Airlines are looking to make it easier on you by offering same-day COVID-19 tests at the airports.On Thursday, United announced that beginning Oct. 15, passengers traveling from San Francisco to Hawaii can either take a rapid test at the San Francisco International Airport (SFO) or a self-collected, mail-in test ahead of their trip.If you opt for the self-collected test, you must submit your sample within 72 hours of travel via overnight mail or an airport dropbox, United said."Our new COVID testing program is another way we are helping customers meet their destinations' entry requirements, safely and conveniently," said Toby Enqvist, Chief Customer Officer at United in the press release. IMPERIAL BEACH, Calif. (KGTV) - South San Diego County families were left in tears. A single mother and her kids were forced to sleep in their car. 10News investigative reporter Jennifer Kastner is exposing the man accused of running an elaborate housing rental scheme and preying on people who are struggling to make it in San Diego. Deputies believe that Daniel Uriarte pretended to own a house and scammed more than ,000 from several families that were looking to rent. Jacenia Ramos was crying when she met with 10News. “I mean, he didn't only do it to us, he did it to other people, too. That's just wrong,” Ramons says. Two weeks ago, 10News connected with Ramos’ family and other families after someone posted a warning about Uriarte on an Imperial Beach community Facebook page. Multiple people told 10News that Uriarte was operating a fake rental on a property in Imperial Beach.When 10News arrived at the house, there were signs in the window. “I basically placed [the signs up] that the house is not for rent and if someone did rent it out to them, to contact the local deputies and they'll help them out,” says Eric Leon Estrada.Leon Estrada cares for the house for his mother, who owns it. They started renting it out to Uriarte and his family in 2018. Leon Estrada and his mother tells 10News they came across a Craigslist post a few months ago advertising a two-room apartment for ,200 a month. The ad said the unit -- which was a garage converted to an apartment -- was still under construction, according to Estrada. Leon Estrada says that Uriarte knew that subletting was not allowed. He showed 10News a copy of the lease, which clearly states that they agreed "not to transfer, assign or sublet the premises or any part thereof." Leon Estrada and his mother say that they told Uriarte’s family that they had 30 days to leave.Leon Estrada says he noticed "mail coming in from different families with different last names, so it doesn't take a detective to figure that out.”“I’m very grateful that we had a car to sleep in. We could have been sleeping on the sidewalk,” says a young woman who 10News is not identifying. She’s overcome with shame and embarrassment. She says her family fell for Uriarte’s Craigslist ad and handed over a massive deposit, thinking that he was the owner. Yet when they tried to move in, they tell 10News that Uriarte kept making excuses to delay their move-in. “There was lead paint. There was something wrong with the electric cables. It was just excuse after excuse,” she adds. Ramos tells 10News that Uriarte gave her a similar run-around. “I was so stressed out. I ended up in the hospital because of all the stress,” she explains. She shared with 10News a voicemail that she says Uriarte left her. In part of it, the man’s voice is heard saying, "It’s not that I don't want to rent to you. It's not. I'm telling you, and it's the truth, it's the fact that I don't have enough time to finish up that job.” A few days after 10News interviewed some of the families at the house in Imperial Beach, this station received a call from a San Diego County Sheriff's detective. He told 10News that they planned to arrest Uriarte soon. Over the phone, Uriarte denied doing anything wrong. Last Friday, he was scheduled to meet 10News, but he never showed up. He texted that his attorney would contact 10News, which never happened. This Tuesday, deputies notified 10News that they'd arrested him. Part of the statement reads, “From June 5 to July 24, 2019 Daniel Uriarte…misrepresented himself as the owner and manager of a rental property located in the 800 block of 10th Street in Imperial Beach. Uriarte advertised the property via Craigslist and presented fraudulent rental agreements to his victims. To date, Uriarte has scammed six known victims out of more than ,000. On August 23rd, Detectives from the Imperial Beach Sheriff's Substation arrested Uriarte for six counts of obtaining money by false pretenses. He was booked into the San Diego Central Jail. Uriarte's first court appearance is scheduled for August 28th at 1:30 p.m. at the South Bay Courthouse. While this case has been submitted to the District Attorney's Office, the investigation is ongoing. The Sheriff's Department is looking for additional victims or witnesses. (KGTV) - Organizers of the Imperial Beach Sun and Sea Festival say they're ready to go this year, despite a recent sewage spill from Tijuana."It's always on my mind," says Co-Chair Shirley Nakawatase. "I think it's an ongoing situation that we have at the beach."Nakawatase says the spill shouldn't impact the festival, because they only use ocean water for the sandcastle competition. If the water is considered unsafe, they can use fresh water purchased from Cal-Am."We're going to request daily testing to make sure the bacteria count is low," she says, noting that testing will begin on the Monday before the festival.A recent sewage spill dumped 3.5 million gallons of sewage into the ocean south of Imperial Beach, prompting a full closure of the coast in the area. Housing and rates are worrying some economists that a recession is looming."One of the biggest concerns is the housing market," said Lindsey Piegza, chief economist for Stifel, on CNNMoney's "Markets Now" live show Wednesday. "It's throwing up a very large red flag and suggests maybe this 4% growth we saw in the second quarter is not sustainable."Home sales?have declined in four of the past five months as housing prices have grown -- but paychecks have remained stagnant. Many people can't afford to buy homes, and those who can are taking on a lot of debt to get into them.Piegza says that echoes what happened right before the Great Recession in 2008."We're not there yet, but this is what led us to the housing crash," she said.How could this happen again? Piegza believes that a decade of rock-bottom interest rates helped people forget about the dangers of borrowing too much."I don't know if we learned our lesson from the Great Recession," she said. "We are going back to a lot of the easy lending that we used to see."Although Piegza said a recession isn't necessarily imminent -- especially after quarterly growth just came in at the fastest pace in almost four years -- there are signs of waning momentum in the economy.Interest rates, for example, are starting to become a bad omen.The Federal Reserve, which finished up its two-day meeting Wednesday, is expected to raise its target rate two more times this year. Higher rates have boosted short-term US Treasury bond rates. But the longer-term bond rates haven't risen along with the shorter-term rates, because investors are growing wary about the economy over the long haul.With two more interest rate hikes planned, the Fed could boost short-term rates higher than long-term ones, inverting the so-called yield curve. An inverted yield curve has preceded every recession in modern history."We could easily be there by the end of the year," Piegza said. "I think we'll see pressure on the longer end by the end of the year, but the Fed will still be raising rates on the short end."Fed Chairman Jerome Powell has said that he is not concerned about an inverted yield curve. In a rare move, the Senate on Wednesday night voted to change longstanding rules to allow newborns?-- for the first time -- onto the Senate floor during votes.The rule change, voted through by unanimous consent, was done to accommodate senators with newborn babies, allowing them now to be able to bring a child under 1 year old onto the Senate floor and breastfeed them during votes.Illinois Sen. Tammy Duckworth, who gave birth this month to her second child, becoming the first US Senator to do so while in office, spearheaded the push for the rule change and applauded her fellow lawmakers who she says helped to "bring the Senate into the 21st Century by recognizing that sometimes new parents also have responsibilities at work.""By ensuring that no Senator will be prevented from performing their constitutional responsibilities simply because they have a young child, the Senate is leading by example and sending the important message that working parents everywhere deserve family-friendly workplace policies," Duckworth said in a statement after the vote.Duckworth decided to take her maternity leave in Washington, DC, rather than in Illinois, to be able to be on hand and available to cast her vote in the Senate if needed. But she expressed concern about the complex and strict Senate rules, which might impact her ability to do so while caring for -- and breastfeeding -- her newborn.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth has been working behind the scenes for months to change the rules -- the likes of which have not been changed for quite some time. The last time the Senate granted additional floor privileges was in 1977 when it voted to change Senate rules to allow service dogs.The change was not done without some concern from some senators.Congressional aides tell CNN that there were many real questions from senators, expressing concern about the impact of opening the floor up to newborns. Amy Klobuchar, a Minnesota Democrat, said that the questions from other senators varied, from asking whether diapers will be changed on the Senate floor to questions if there should be a dress code for the baby on the floor."It's been quite a journey," Klobuchar told CNN of her help as the top Democratic member of the Senate Rules Committee, working with Chairman Roy Blunt of Missouri to get this out of quickly and onto the Senate floor."The Senate is steeped in tradition and just like the rest of the country, sometimes things have to change," she said.After the rule change passed this evening Sen. Dick Durbin, the second ranking Democrat in the chamber, said he thinks the change will be a welcome improvement to the floor."Perhaps the cry of a baby will shock the Senate at times into speaking out and even crying out on the issues that confront our nation and the world," Durbin said. 3049
