SAN DIEGO (KGTV) - New bathrooms are in place downtown as San Diego deals with a hepatitis A outbreak that's affecting the homeless.Four new portable restrooms are located at the intersection of First Ave. and C St. near City Hall. Crews will clean them at least twice per day and they will be monitored with full-time security, according to a City spokesperson. A hand washing station is also in the area."The installation of more public restrooms is important to stop the spread of hepatitis A," said Jonathan Herrera, the City's Senior Advisor on Homeless Coordination. SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger. He was taken to the hospital where he later died.Police said in a release Thursday evening that Lowe and Munsinger were neighbors. SAN DIEGO (KGTV) -- Police made a shocking discovery during a traffic stop in Del Cerro.The San Diego Police Department tweeted Wednesday: “You don't see this everyday. We made a traffic stop on a vehicle for expired registration in the Del Cerro area. During the traffic stop, officers located a cellphone shaped stun gun, a handgun and a real M203 grenade launcher in the vehicle.”Police did not say when the traffic stop occurred. SAN DIEGO (KGTV) -- Police are searching for additional victims after arresting a man they say tried to drag a 17-year-old girl to his car in North Park in late May. According to police, the attempted kidnapping happened around 7:15 a.m. on the corner of 30th Street and El Cajon Boulevard May 31. Police say Thomas Luis Salas, 38, approached the 17-year-old at a bus stop before making casual conversation. He then extended his hand for a handshake and, when the juvenile shook his hand, police say Salas tried to grab her arm and pull her toward his light blue 2011 Ford Escape. The 17-year-old fought back and was able to get away. Investigators were able to track down and identify Salas as the suspect in the case. He was arrested on attempted kidnapping charges. His bail is set at 0,000. Police are asking additional victims to come forward. Salas is a Hispanic man five feet, nine inches tall and weighs 220 pounds. He was unshaven with a goatee. Police say Salas’ eyes have a “sleepy” appearance. He also has a large tattoo on his right arm of a cartoon face inside a “sunburst” or “Flame” design. According to police, Salas may have approached other juvenile women with his phone out attempting to engage in conversation.
