SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) - At least two people suffered major burns in a boat fire off the coast of San Diego late Saturday night, according to Coast Guard officials.Two patients were critically injured and were flown from the boat by helicopter and have been transported to the hospital. The total number of patients at this time is unknown. SAN DIEGO (KGTV) - As election season heats up, some political passions are fueling criminal acts."Speechless and devastated," said Elise Dearborn.Dearborn, who isn't shy about her support of Bernie Sanders, parked her car in front of her home in Encinitas a few weeks ago. In this morning, she walked out to a surreal scene.Five stickers — most of them backing Sanders and purchased at local 2016 rallies — were gone. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505

SAN DIEGO (KGTV) -- Barrio Logan businesses are moving outdoors on Saturday in hopes of bringing in some revenue. The businesses are hosting the first Walk the Block, which will include outdoor dining, live music and shopping. The business were struggling because of pandemic closures and they tell ABC 10News that they decided to get permits to be able to serve and sell to customers outdoors. All social distancing and mask rules will apply. Walk the Block will go on from 12 p.m. to 7 p.m. from Chicano Park to 26th Street. 536
