SAN DIEGO (KGTV) — This year, December Nights organizers are opting for a tasty, food-driven event in place of the traditional two-night gathering in Balboa Park."Taste of December Nights" will feature more than 20 food trucks and vendors in Balboa Park, inviting visitors to enjoy a delicious drive-thru event this year. The event will be held from Friday, Dec. 4, through Sunday, Dec. 6, from 11 a.m. to 10 p.m.The event is free to attend, but visitors must remain in the vehicles and wear face coverings. Organizers say walk-ups, or people attending on bikes or scooters will not be allowed, as safety protocols amid the pandemic will be enforced.The food truck event will roll into the park's Inspiration Point parking lot, near President's Way and Park Blvd.The event will also feature some giveaways for visitors, including a commemorative Taste of December Nights tote bag filled with some festive items for the first 500 cars each day. SAN DIEGO (KGTV) — Three East San Diego County school districts are moving back to distance learning because of this weekend's harsh weather.The San Diego County Office of Education says schools in Julian Union Elementary School District and Warner Unified School District will move to distance learning on Monday. The county made move due to forecasted snow Sunday night and freezing temperatures on Monday.SDCOE added that Julian Union High School will have a snow day without distance learning with a scheduled makeup day at the end of the school year."The safety of students and school staff is of the utmost importance to San Diego County school districts," the county said in its announcement.The National Weather Service forecasts the Julian and Pine Valley areas will see one to two inches of snow overnight at 4,500 to 5,000 feet, and lows of 23 to 33 degrees. Monday, the high is expected to hover between 46 and 52 degrees before reaching the mid-50s on Tuesday.The mountain region should hit low- to mid-60s on Saturday, according to NWS. 1058

SAN DIEGO (KGTV) - The preliminary hearing got underway Wednesday for a case that saw the California Highway Patrol reverse course on blame months after a deadly wrong-way crash.Lauren Freeman appeared in court almost a year to the day of the deadly wrong crash on the transition ramp between I-5 and I-8 near Old Town about 2 a.m. Justin Callahan, 35 , who was driving a Volkswagen Jetta, died at the scene, while Freeman and her passenger in a Toyota Camry suffered serious injuries in the crash.The CHP initially thought Callahan was driving the wrong way, eastbound in the westbound lanes, but family members told 10News it didn't make sense because he should have been heading to Ocean Beach from the South Bay after work, and not away from it. After a more thorough probe, investigators determined it was Freeman who was driving the wrong way and driving under the influence. Officers arrested her in November on charges including murder and vehicular manslaughter while intoxicated."We're just hoping for justice. The truth came out through the CHP and now we have the justice system to go through," said Tommy Villafranca, Callahan's brother.On the stand, one witness says he was driving on I-8 headed toward Sunset Cliffs, when he and his passenger saw a light-colored 4-door car race past him going the wrong way."I was in the car ... noticed headlights coming in my direction. You see it and by the time it registers, it drove past me ... it was crazy," said Valentino Asuncion IV.10News reached out to a contingent of Freeman's supporters, who declined to comment. SAN DIEGO (KGTV) -- Three dogs are getting a second chance at life. Wednesday night they were reunited with a local Marine - after months of being apart. Marine Corps Captain Kyle Watkins has been waiting months to see the dogs he rescued as puppies while stationed in Iraq. Wendy, Hesco and Rooster were flown to the states to be adopted by Watkins and another Marine with the help of SPCA International and Operation Baghdad Pups.Watkins says he couldn't help but feed and care for the dogs, who in turn began to look out for him; their big brown eyes and wagging tails bringing comfort during some rough times. Two of the dogs will stay with Watkins and his wife on their farm in Temecula, the third will be adopted by another Marine.  776

SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. Since October, some 2,000 elementary school students have participated in these appointments.Everyone looks forward to reuniting students and teachers in classrooms in the new year as quickly and as safely as possible. He has two children who attend Jefferson Elementary, but have taken classes virtually since the spring. He wishes the school board would consider other options, such as in-person outdoor learning. “I think it’s a good accommodation that we can do. It’s not the case in Chicago or Minneapolis,” Anderson said. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. On November 30, the county's second-largest district, Sweetwater Union in Chula Vista, announced that they too will postpone in-person instruction. They will revisit the situation in February. The county's third-largest district, Poway Unified, will continue in-person learning for elementary-age children. Middle and High School students will remain at home until further notice. 3691
