SAN DIEGO (KGTV) -- A woman in Carmel Valley is warning others after she saw a man masturbating in public late Wednesday night. The woman, who didn't want to be identified, said she was doing a late-night load of laundry when she saw a man in a sweatshirt with the hood pulled up over his face and no pants on masturbating. The incident happened at an apartment complex near Seabreeze Farms Drive and Carmel Knolls Drive. “When I screamed ‘oh my god’ he didn’t budge, he didn’t move, he didn’t even look up at me. He just kept doing what he was doing,” she said. “He didn’t run, he just was in his, he was so comfortable.” She reported it to police and management and was told the same thing happened to another neighbor last week. Police told 10News they are investigating.  818

SAN DIEGO (KGTV) - Amid rising health care costs, some San Diegans are turning to telehealth appointments. On a Monday afternoon, young Josephine sits in an exam room. She's come down with cold-like symptoms after recovering from enlarged tonsils. So her mom, Josie Ruiz, brought her to their neighborhood clinic, La Maestra Community Health Center in City Heights. For this appointment, one doctor is waiting in the exam room, and another is on a computer screen.Dr. Anthony Magit is an Ear, Nose and Throat specialist and pediatrician at Rady Children's Hospital. As he watches from his office, the clinic's Chief Medical Officer, Dr. Javier Rodriguez, conducts an exam. Cameras and camera-equipped scopes feed real-time data to the specialist, who then asks questions. The exam is part of La Maestra's telehealth program, which offers virtual appointments to underserved patients."Before telehealth, my previous appointments ... some of them I had to cancel or reschedule," said Ruiz.Ruiz is a single mom who works full time."This is great because in my case I don't have to request a day off to take her to the hospital, which I can't afford to do," said Ruiz. Most of the patients at this clinic don't own cars. For them, getting to Rady Children's Hospital means hours on buses, which can lead to major issues related to work and child care.Six years ago, doctors at the clinic discovered many referrals to Rady Children's Hospital weren't showing up. That has changed. No-show rates went from about 50% to 13% within two years. Across the county, other hospitals are tuning in to telemedicine, from home appointments for rural patients to consultations with specialists across the country. In some cases, the only doctor is on a screen.List of links for local telehealth programs:https://healthy.kaiserpermanente.org/hawaii/why-kp/experience/telehealth?kpSearch=TELEHEALTHhttps://health.ucsd.edu/specialties/telehealth/Pages/default.aspxhttps://www.sharp.com/patient/phone-or-video-visits.cfm 2008

SAN DIEGO (KGTV) -- A San Diego restaurant group is turning to an old trend to try to make it through the latest shutdown order. The order, which went into effect Monday, relegated restaurants to takeout and delivery only, decimating their bottom line and forcing them to cut jobs and reduce hours."Right now the way it's been, it's not profitable," said Alex Navarrete, general manager of Karina's restaurant group. "We're giving everybody one shifts, two shifts, but what is that going to do?"Karina's restaurant group has nine establishments around the county. Prior to the pandemic, it had dozens of workers at each location. Now, it has four workers on the clock at anytime at each. "They all want to work, I just don't have hours now, since we're only doing takeout," Navarrete said. Navarette is now trying to go above and beyond for his company and his employees - even as his options are limited. Four of the group's restaurants -- two in the Otay Ranch mall, and others in Chula Vista and La Jolla -- will try to take advantage of their parking lots. They're essentially turning into car hops, where patrons get their food delivered to their cars and eat in the parking lot. "This would be a perfect time to get that cobwebs off the motor home and bring it out, bring the family out," he said. Curbside pickup for restaurant food is nothing new, but the Karina's group is eyeing making it more festive, with potentiality live music or a DJ outdoors at its two restaurants in the Otay Ranch Mall - Karina's Mexican Seafood and Savoie Italian Eatery. Navaraette said by staying and eating in the car, guests could order their food in courses, so the tacos and other entrees don't get soggy. And he said staff would be able to throw away their trash for them.He said if this works out well, he hopes to increase hours and shifts. 1844

SAN DIEGO (KGTV) -- A school bus crashed into a San Diego Center for Children dormitory Wednesday afternoon, creating a massive hole in the side of the building.Officials say a San Diego Unified School District bus driver lost control of the bus on the 3000 block of Armstrong Street, causing the bus to collide with the building. No children were inside the building or the bus at the time of the crash. The bus driver was taken to the hospital as a precaution.Contractors have responded to the scene of the crash to assess the damage to the building. Officials with the center say all eight rooms in the dormitory are unusable following the incident. 659

SAN DIEGO (KGTV) — A woman was sentenced in a federal courtroom Wednesday for stealing mail from nearly 120 San Diegans and cashing stolen checks at banks.Marie Crystal Mays, 33, was sentenced to four years in prison for conspiring to steal mail from residents, including in the Rancho Pe?asquitos area, and defrauding banks in order to cash the stolen checks, according to the Office of the United States Attorney Southern District of California.Prosecutors say the investigation identified at least 119 victims.Mays pleaded guilty in August 2019 to conspiracy, bank fraud, aggravated identity theft, possession of stolen mail, and possession with intent to unlawfully use five or more identification documents. As part of her scheme, she stole credit cards, checks, and money orders from mailboxes, authorities say. She then created a bank account in a victim's name, deposited stolen checks, and withdrew money for herself.A judge also ordered Mays to pay ,950.66 in restitution to four banks and credit unions.“The people of San Diego deserve the peace of mind of knowing that when they send or receive mail, thieves won’t steal it from their mailboxes and scavenge for credit cards, checks and personally identifiable information,” said U.S. Attorney Robert Brewer. “The defendant’s conduct showed a callous and selfish disregard for scores of citizens’ privacy.” 1377
