DELANO, Calif. (KGTV) - Two people died in a crash Tuesday after a traffic stop by Immigration and Customs Enforcement agents in the city of Delano, near Bakersfield.The Delano Police Department arrived at the scene of the rollover just before 7 a.m. Officers found the SUV on its roof with two victims inside.Police said the SUV had been speeding when the driver went onto a dirt shoulder and lost control. The SUV flipped and stopped after it hit a power pole, according to police.The man and woman inside the SUV were pronounced dead at the scene.Delano officers determined ICE agents had pulled over the SUV before the crash. Agents got out of their vehicle but the SUV driver left the scene. The SUV crashed a short time later.There is no word on the identities of the victims or why they were pulled over. 824

DESCANSO, Calif. (KGTV) -- Firefighters Wednesday battled a house fire near Descanso that spread to nearby brush. According to Cal Fire, the blaze started on the 24000 block of Sherilton Valley Road in the area of Cedar Creek. Part of the home became involved in the fire before flames spread to nearby brush, scorching two acres. Crews were able to stop the forward rate of spread of the fire after 4 p.m. The blaze comes less than 24 hours before Santa Ana winds are set to begin in San Diego County, ushering in high fire danger. 726

DENVER, Colorado — Ask any Colorado teenager, and almost all will admit vaping is a problem among their peers."I think it's something that's pretty prevalent. To have 13-year-olds addicted to nicotine is pretty bad," said Colleen Campbell a senior at South High School."JUULing is the most popular one," said Abdi Bhandari, a senior at Mountain Vista High School.An epidemic that has even gotten Governor John Hickenlooper's attention. He recently signed an executive order to urge state lawmakers to act to curb youth vaping.Hickenlooper is asking them to raise the minimum age to buy e-cigarettes to 21 and to consider banning flavored tobacco."It is right now, one in four teenagers in Colorado that are vaping," Hickenlooper told students at a packed auditorium at South High School."It is becoming a huge national problem and it's even bigger locally," said Dr. Megan Moini, a pediatrician at Centura Health in Erie.Moini is on the front lines of the vaping debate and said she has seen more and more teens get addicted to vaping."Boulder County, for example, has about three times the national average of vaping use among high schoolers," she said.Moini also said she thinks it's time for the state to crackdown and believes teens are being fooled into thinking vaping is safe and natural."Hopefully, we're getting a hold of it sooner than we did with cigarettes," she said. "The advertisers know what they're doing."Justin Zamora is a daily vape user and is also an employee at a local vape shop."I don't think it's fair because this is helping more people than it's hurting," he said.From Zamora's perspective, underage vaping is like underage anything."I hate it because it's just like they're scrutinizing our industry when there's underage drinkers, there's underage weed smokers, there's underage tobacco smokers," he explained.Zamora also said he has seen firsthand how vaping can help customers kick their cigarette habit."I've had customers come in reeking of cigarettes and then a couple weeks later they smell like vape coming in and they're like 'hey man' 'thank you'," he said.The Colorado Department of Public Health and Environment released results of the Colorado Healthy Kids Survey earlier this year, which showed Colorado ranked the highest for youth vaping out of 37 states surveyed across the United States.According to the survey, only 7 percent of high school students currently smoke cigarettes, while 27 percent said they vape nicotine. The statewide school survey shows 87 percent of Colorado high school students think cigarette smoking is risky, but only 50 percent believe those risks apply to vaping nicotine.The CDPHE said a separate, more comprehensive state survey shows about half of Colorado high school students have tried vaping nicotine, don’t see it as risky and think vaping products are easy to get, even though it is illegal to purchase them as minors.While no one seems to argue, teen vaping is a problem. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. She's being represented by the Pride Law Firm in Mission Valley.The Medical Board of California reports that it’s looking into these allegations. 3194

DENVER -- The administration of a Denver charter school has been suspended after disturbing video of a playground fight went public. Now, Denver police are investigating the teacher who appears to encourage the girls to throw punches.The April 20 video shows a group of girls at Wyatt Academy in an argument that escalated quickly. The restorative justice officer in the video appears to be smiling and laughing and can be heard at one point in the video saying, "Is anyone, like, going to hit anyone or is this just going to be a…"To which, a child yelled, "people are going to start hitting," before the violence escalated.Community activists said the real story isn't the fight, but the fact that three little girls received Denver Police citations for public fighting, while the school took no action against the teacher for a month — until the video went public."This whole time this is escalating, he never calls for anybody," said H Soul Ashemu, with Our Voice Our Schools, which released the video to try to initiate action from the school or the Denver Public School District.Denver Public School released a statement Friday afternoon saying it is investigating and that they are "deeply troubled by the video." 1248
