(KGTV) - Solar panels are set to become a far more common sight atop homes in California.The California Energy Commission is set to adopt the new building energy standards that, in part, will require all new homes constructed to include solar panels.The mandate would affect all single-family and low-profile (three stories or less) homes, condos, and apartments that obtain building permits after Jan. 1, 2020.RELATED: Top candidates for California governor lay out plans to address affordable housing issueThe commission estimates new homes will cut energy use by more than 50 percent under the solar mandate.The standards also include updates to ventilation, nonresidential lighting, and heat transfer standards. Consumers may see an added to an average monthly payment but save an estimated on monthly heating, cooling, and lighting bills under the new standards, according to the commission.In California, solar panels can cost homeowners between ,928 to ,340 on average, according to Energy Sage. A 19-year-old man was detained in Germany on Tuesday after police found him carrying a 2-foot long python in his pants.According to the Associated Press, the unidentified man was detained by police in Darmstadt after having a loud drunken argument with another man. When police searched the teenager, they found "a significant bulge" in his pants.The man then told police he had a snake in his pants and pulled it out to show officers. According to the BBC, police believe the baby king python may belong to one of the man's relatives.The teen was taken into a jail cell to sleep if off. A 39-year-old mother was indicted in New Bedford, Massachusets on Thursday after authorities found 19 dead animals in her 13-year-old son's bedroom, the Standard-Times reported. According to the Standard-Times, police and animal control visited the home when it picked up a stray dog that was believed to belong to Amanda Vicente. When authorities arrived, they found 19 dead animals along with 17 living animals in 27 cages. Police told the Standard-Times that they found piles of feces in the kitchen and the house was in disarray.Authorities found dead lizards, hamsters, cockatiels and finches in the boy's room. The surviving animals were reportedly malnourished. Those animals have been taken to veterinary care. The child has been placed in the custody of relatives.Vicente was allowed to place bond, and will face a judge in December on child abuse and animal cruelty charges. 947
