SAN DIEGO (KGTV)---America is better with "and." It's a saying at the heart of a new experiment called itsblackandwhite.us.Ryan Berman, along with Ahab Nimry and several other marketing and advertising agency representatives say they wanted to figure out how to start a constructive conversation about things like race, implicit bias and equity."For one, getting perspective and understanding a bias you might have because you can't do anything about it if you can't spot it," said Berman. So they came up with a 10 question, online survey that asks things like, "Do you believe hard work puts you on your path for a promotion?Do you have a close friend that is black?""We're not trying to nudge you one way or the other, we're just trying to say hey pick a side lets start talking and work this out," explained Nimry. At the end, you get to see how other people responded and access links to learn more, donate to civil rights organizations, even register to vote. The creators say the idea is to share what they learn and then take all that data and develop a sort of "seal of approval" for consumers to know how different companies stack up."Launching almost a diversity/inclusion certification for organizations," said Berman. "It's not about calling out companies. It's about let's put a solution in place that allows the next generation to do what they want to with their jobs."The survey is open to anyone and accessed here: http://www.itsblackandwhite.us 1467

SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now. It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy. While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software. In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies. The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty. If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. As companies reevaluate how police officers use their technology, the question remains if the public will do the same. 2737

SAN DIEGO, Calif. (KGTV) -- A group of University City residents is suing the city of San Diego over its plan to pump sewage under their neighborhood to be turned into tap water. The nonprofit University City Community Foundation filed the lawsuit after raising ,000 from residents to challenge the environmental impact report for the city's Pure Water pipeline. The suit doesn't challenge the city's goal of making heavily treated reclaimed water one-third of its supply by 2035. The city says that will protect against future shortages and price increases. The lawsuit, however, says the city did not explore alternatives and did not adequately notify the public of the project's pipeline. It will pump sewage from the Morena Area, through Clairemont and University City, to a treatment plant at UTC. "There's no 100 percent guarantee that there could not be a leak, there could not be some discharge," said U.C. resident Barry Bernstein, who supports the lawsuit. "There could be some discharge. There may be some problems with the purification system."Ruth DeSantis, who heads the foundation, said the city and foundation are now in settlement talks. A city spokesman declined to comment on the lawsuit, but said there are multiple protections in place - including a system designed to immediately cut off to avoid sewage geysers. He said the city still plans to break ground on the project by early next year.  1476

SAN FRANCISCO (AP) — Gov. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires. Newsom demanded an investigation into two smaller weekend blackouts. 733

SAN DIEGO, Calif. (KGTV) -- A San Diego Couple is breaking the internet after getting married at a Costco in Mission Valley Thursday. Margot Schein and Julian Parris told 10News they made the decision to get married at Costco because, after meeting on a dating app, they decided to have their first date at the store. According to Schein, the couple decided to wed at Costco on their three-year anniversary. The wedding included a custom-made cake from the store, an archway and pallets to hold up bouquets of flowers. Staff at the store even took the time to set up chairs for the event as well as decorate a portion of the Costco with rose petals. “I feel like we have a whole new Costco family,” Margot said. 720
