SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter.The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. If the sign says 'Except Sundays and Holidays' (which I believe most do say that) then you do not need to pay. SAN DIEGO (KGTV) - Family and supporters of Jonathan Coronel stood at the San Diego County Administration Center Friday, demanding justice for the past three years without their loved one.Coronel was shot 16 times by San Diego Sheriff's Deputy Christopher Villanueva in Vista July of 2017."It has been three years of trauma and dehumanization," Coronel's Cousin Rocio Zamora said.Zamora urged defunding the Sheriff's Department, and transferring that money to underserved communities, "to transform them to community empowerment zones. The safest communities don't have the most cops they have the most resources."She also demanded police officers be taken out of schools and replaced with counselors.These demands shouted at a time when law enforcement is under the microscope.Law enforcement said Coronel was a documented gang member with a warrant.The morning Coronel died law enforcement said he ran from deputies. Once Villanueva caught up to Coronel, law enforcement said Coronel concealed his hand in his shirt, forcing Villanueva to fire.A witness said Coronel took off his shirt to show he was unarmed.Law enforcement confirmed Coronel was unarmed at the time of his death."Deputy Christopher Villanueva is the most dangerous gang member in Vista. He is the one who shot Sergio Weick 28 plus times," Zamora said.Sergio Weick, 33, was shot and killed August of 2016 by Villanueva.Law enforcement said he was running from deputies, had knives, and threatened deputies, forcing Villanueva to shoot. Law enforcement said he was also a documented gang member with a warrant.Back on the steps of the county administration building, Zamora said they are not anywhere near ending their fight for justice, "three years and we are only growing bigger, we are only getting louder." 1787

SAN DIEGO (KGTV) - Hiring is increasing in San Diego County with local employers adding jobs in all industries, the San Diego Workforce Partnership reported. The most recent U.S. Bureau of Labor statistics show unemployment dropped to 3 percent in April, as San Diego County gained 7,800 jobs month-over-month. The largest increase was posted in the construction field, with 2,200 jobs added. The boom was likely due to improving weather in April after an unusually rainy winter, experts said. Other growing industries included Education and Health, and Professional and Business, which added 1,000 jobs. The Government and Leisure and Hospitality fields each grew by 900 jobs. The smallest growth was reported in the Information field, with 100 jobs added in April. SAN DIEGO (KGTV) - Heavy rain over the last few years has brought an unexpected splash of color to portions of San Diego.For the last month or so, Rainbow Eucalyptus trees have been shedding their bark, revealing a multi-colored trunk."It's outstanding," says Peter Fritsch, who walks by a handful of the trees along Sports Arena Boulevard. "I love the contrast between the gold and the red and the gray and sometimes blue."RELATED: Interactive map: Exploring San Diego's history, culture through street artHorticulture experts say the colors are more pronounced in tropical climates, but here in San Diego, you can still see a rainbow on the trees."As it ages, the stuff that doesn't look as colorful, has been oxidized somewhat, it peels off," says Bradley Brown, a Master Arborist with Tree Life Consulting. "Over time, the new bark will have those varying shades of color."According to the city, there are Rainbow Eucalyptus trees in Balboa Park, Sports Arena, the San Diego Zoo and parts of Mission Bay. They grow fast and have a tendency to fall over in high wind and rain events.But Brown says they can be safe if they're well maintained. He'd like to see more planted throughout the city."It's something we should embrace. It's kind of San Diego's tree," he says. "You see pictures of LA and they have palm trees. Ours is the Eycalyptus. It's those Dr. Seuss forms along the freeway that's something we should embrace." 1829
SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist. “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services. In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals. Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds. According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies. Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says. Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds.
