SAN DIEGO (KGTV) - The fate of a beloved torrey pine - saved from the chopping block more than seven years ago - is once again in question.Along tree-lined Long Branch Avenue, one tree has captured the hearts of Jeff Ray's family."My kids loved it.  They touch it all the time.  It's wonderful," said Ray.The towering torrey pine is believed to be about 90 years old."It signifies the beauty of nature and the history of the area," said Ray.The history includes safety concerns. In 2010, with the sidewalks buckling, city experts deemed it a safety hazard, concerned the leaning tree would fall over. Upset neighbors hired their own arborist. Eventually, the city relented, deeming the tree stabile and repairing the sidewalks.  Since then, the tree has been granted Heritage status, giving it extra protections. Still, safety concerns remain.  On Wednesday afternoon, a city advisory panel met and the city's forester told the group the tree isn't just learning. It's actually on the move."The tree has moved an inch-and-a-half in the last two-and-a-half years. The city is recommending removal of the tree based on safety," said City Forester Brian Widener. 1192

SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased. The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner. That changed when the rate increase was approved. Now the goal is to replace 30 miles per year. The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. "You're never finished." 2261

SAN DIEGO (KGTV) — The Comic-Con Museum plans to open to the public next summer, revealing a new look at the museum space designed to provide a year-round SDCC experience. The former San Diego Hall of Champions is still undergoing work to transform its interior into a dedicated space for art, pop culture, and interactive experiences. When finished, the museum plans to have a 25,000-square-feet of space for exhibits, more than 6,000-square-feet of classroom space for hands-on enrichment, and a 4K video theater and presentation space. The museum says it will also host a year-round schedule of programs and exhibits, like Comic-Con panels, creator meet-and-greets, experiential cinema, watch parties, eSports, cosplay shows, and more.A cafe featuring items themed off of current exhibits and programs is also planned. The museum will also have a gift shop with comics and graphic novels, souvenirs, and other collectibles."The spirit of Comic-Con has always extended beyond the conventions and that’s why we are very excited to be able to capture and share this creative energy in a space that is designed to be participatory, educational and, most of all, fun," David Glanzer, Chief Communications and Strategy Officer for Comic-Con, said. "Comic-Con is about creativity and collaboration and the promotion of often-times unrecognized forms of art. We look forward to the Museum evolving forward with the support of so many people who will benefit from this unique institution."While Comic-Con and the magic it creates in San Diego every year is at the heart of the museum, a focus on inspiring a passion for art and learning among its visitors will be at the forefront."As we move forward, we are pleased to share with greater detail how the Comic-Con Museum is developing to be a place where audiences can connect with the magic of Comic-Con year-round and where a diverse community comes together to enjoy, share and learn about comics and related popular art forms," Melissa Peterman, VP of Development for the museum, said. The museum says it has reached the half-way mark of its fundraising goal of million. Currently, the museum is offering online programming. 2181
