SAN DIEGO (KGTV) — An anonymous businessman and San Diego Sheriff's deputies delivered some much needed holiday joy ahead of Thanksgiving to families.The Sheriff's department says a local businessman, who wishes to remain anonymous, donated ,000 in cash and ,000 in grocery gift cards to be given to local families in need. SAN DIEGO (KGTV) - A San Diego public figure is speaking out after being hit three times by distracted drivers over 8 years.Monica Zech is the Public Information Officer for the City of El Cajon. Her passion is public safety, specifically behind the wheel. She started as a Traffic Reporter in 1984 and had a 30-year career in broadcasting. She immediately found out, through reporting on first responders, how many crashes were preventable. "When my father was hit about eight years after that, when I started lecturing, then the DUI issue became prevalent," Zech said her father was walking across the street in a marked cross-walk when a drunk driver hit him in 1992.August 29th, 2011 a distracted driver ran a red light slamming into her. The crash was so violent surgeons told her she should've been paralyzed, "it was shocking to hear that. They said is this your MRI? Are you sure? I said I'm sure that's my MRI. They said well we're surprised you're sitting here, you should be paralyzed. We have patients with the same MRI and they're in a wheelchair."She now has a titanium plate that straightens her spine and protects her in case she is in a future crash.The next crash was in traffic on I-5, February of 2017. "I kept noticed his head bobbing down, looking down, I realized he was on his cell phone and wham! He hits me from behind," she said.Tuesday she was hit from behind again. This time she says she stopped at a red light about to turn onto I-8 Eastbound from La Mesa Boulevard. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. We now have made that clear with Senate Bill 652."10News learned the HOA who refused to allow the posting of the religious symbol is now in litigation.  1575

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612
