CAPE CANAVERAL, Florida, April 29, (Xinhua) -- NASA on Friday delayed space shuttle Endeavor's launch to no earlier than Monday afternoon due to technical problems with heaters in the shuttle's auxiliary power unit."Shuttle Endeavor's launch now no earlier than Monday at 2:33 p. m. "Engineers need that time to troubleshoot an issue that resulted in today's launch scrub."During Friday's countdown, engineers detected a failure in one of two heater circuits associated with Auxiliary Power Unit (APU) 1. LJUBLJANA, April 12 (Xinhua)-- Slovenian surgeons have successfully developed a new method of breast reconstruction for cancer patients, the Slovenian Press Agency (STA) reported on Tuesday.Surgeons in Ljubljana Central Hospital use a three-dimensional mould to form a new breast from the patient's abdominal fat, and then have the tissue implanted and fixated in the place of the removed breast.The mould making technique, developed by the Ljubljana Faculty of Mechanical Engineering, uses a laser to make an exact imprint of the healthy breast, which is then used to make a mirror-image three-dimensional mould for the reconstruction.That is the first in the world to help woman patients overcome embarrassment of losing their breast after mastectomy, according to the report.Speaking of the effect of the treatment, Uros Ahcan, head of plastic surgery ward in Ljubljana Central Hospital , said that the reconstructed breast is as symmetrical as possible with the healthy breast.The latest breast reconstruction method has an advantage over artificial implants, because a breast reconstructed from adipose tissue grows and shrinks in case of weight gain and weight loss. BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year.
