BEIJING, Aug. 21 (Xinhua) -- The third Senior Officials' Meeting (SOM3) of the APEC 2014 has laid a solid foundation for the upcoming 22nd APEC Economic Leaders' Meeting (AELM) in Beijing, according to Tan Jian, one of China's senior APEC representatives.

China first began to provide foreign aid in 1950, when it provided material assistance to the Democratic People's Republic of Korea and Vietnam, according to an earlier white paper on foreign aid issued in 2011.

Speaking at last week's BRICS summit in the Brazilian port city of Fortaleza, Xi called on the member countries -- Brazil, Russia, India, China and South Africa -- to forge an open, inclusive, cooperative and win-win spirit and establish a closer, more comprehensive and more solid partnership.

"We are actively engaged in security cooperation with Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures in Asia, ADMM (ASEAN Defense Ministers Meeting) plus, the ASEAN Regional Forum and China- ASEAN framework," said the officer.

Xi welcomed Germany's enthusiasm for the Silk Road Economic Belt and German companies' competition in the Chinese market.
