WASHINGTON, Jan. 23 (Xinhua) -- U.S. Secretary of State Hillary Clinton, in a recent bold speech here, criticized China's policies on Internet administration and insinuated that China restricts Internet freedom.Clinton's statement, which were inconsistent with the facts, is clearly yet another example of the double standards that the United States applies.As is widely recognized, freedom is always relative, and such is also the case with Internet freedom. Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information. That shows that the United States takes a strict line with other countries, but not with itself.Clinton in her speech also talked of Google's threat to quit China due to what the company said were "cyber attacks of varying degrees on a regular basis."As a matter of fact, the U.S. was the first country to introduce the concept of cyber warfare and then put it into practice. The country also developed a new type of troops -- cyber troops.The Pentagon has adopted several measures to beef up the military's cyber warfare capacity, according to American media reports last year. In June, Defense Secretary Robert Gates issued an order to establish a new military cyber command dedicated to coordinating the Pentagon's efforts to defend its networks and conduct cyber warfare. The command was expected to be fully operational by October this year.So, it is quite hypocritical to point one's finger at others without proper justification while managing to strengthen one's own cyber warfare capacity.Necessary regulation of the Internet is a consensus of the entire international community for the sake of healthy development of the Internet. No responsible country takes a laissez-faire attitude towards the use of the Internet.It is an operational norm observable by all foreign-funded enterprises to respect and comply with laws and regulations as well as public interests and the cultural tradition of the host country.Noting that most countries exert some sort of control over information,Microsoft Chief Executive Steve Ballmer said Friday his company must comply with the laws and customs of any country where it does business.The U.S. move to make Internet freedom an issue just indicates its continued application of double standards. People just wish that the United States will respect facts and treat others equally. It is not acceptable for someone to assume for themselves the high moral ground and arbitrarily make baseless charges against others.

ZHOUSHAN, Zhejiang Province, March 20 (Xinhua) -- Maritime police authorities in Shanghai and the eastern China provinces of Jiangsu and Zhejiang launched a joint anti-terror exercise Saturday in the run-up to the Shanghai World Expo.Seven naval vessels joined the maneuver, which was held in the waters off the Zhoushan Islands in Zhejiang Province, said Qian Junmin, a senior officer with the maritime police force in Jiangsu Province.He did not say how many officers joined the exercise, which focused on shooting and other practices.Shanghai, which sits at the mouth of the Yangtze River on the East China Sea, has a coastline of more than 600 km with busy water traffic.For security considerations, the sea off Shanghai will be patrolled by armed boats and motorboats during the Expo, scheduled from May 1 to Oct. 31.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.
