SAN DIEGO (KGTV) -- More than 92,000 people have alleged abuse by the Boy Scouts of America. Monday was the filing deadline for people to filing claims against the organization.Team 10 has been reporting on sexual abuse allegations within the Boy Scouts for years. "He'd come at me at multiple times," former scout Mike told Team 10 in 2019. Mike declined to use his last name. Mike said the Assistant Scoutmaster sexual assaulted him during an overnight trip while he was sleeping. Mike's attorney, Andrew Van Arsdale, now represents around 80 former scouts in sexual abuse cases. He said throughout San Diego County, there are roughly 300 sexual abuse cases."What we're seeing is something on a scale we've never seen in any institutional abuse setting," Van Arsdale said. "It's hard. You picture this man you're talking to as a child and this monster on the other side doing these things to them."The Boy Scouts filed for bankruptcy protection earlier this year, which means the abuse cases will go through the bankruptcy court. The national organization will work to develop a reorganization plan to fund a trust for compensation. The former scouts alleging abuse will have to approve any future plan. "If they can't come up with real money, the survivors would rather see the cease to exist then because they won't allow them to get away with paying them nothing and then just going on as business as usual," Van Arsdale said. In a statement, the Boy Scouts of America apologized to the survivors, saying they "are devastated by the number of lives impacted by past abuse in Scouting and moved by the bravery of those who have come forward.""We are heartbroken that we cannot undo their pain," the statement continued.Van Arsdale said the reorganization plan will likely come early next year. 1806

SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later. He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) - Padres executive chairman Ron Fowler lied to me. He lied to Padres fans all around San Diego. It was a giant, bald-faced lie. Wasn't it great?Last September, as a dismal 66-win season was winding to a close, I had a chance to interview Fowler on my Mighty 1090 morning radio show, "Ben and Woods." I asked him about the possibility of pursing Manny Machado on the free agent market."Machado, I think, is somebody that every team would like," Fowler said before adding the dreaded "but" to the sentence. "But if we're looking at someone who's looking at 10 years and 0 million, I don't think that's something we're looking to do."Then, 145 days later, Fowler made himself into a liar, authorizing exactly what he said he wouldn't do -- a 10-year, 0 million contract for Machado. RELATED: Reports: San Diego Padres, free agent Manny Machado agree to termsWas Fowler playing the long con, lulling other potential suitors into a false sense of security?Doubtful. I believe he was being honest on the radio in September. Instead, look at the teams who weren't seriously involved in the bidding for Machado. The Yankees, the Dodgers, the Red Sox, the Giants; they all had their reasons, but none of them made a Godfather offer that would have knocked the Padres out of the running.RELATED: Machado signing brings hope to San Diego Padres fans, businesses near Petco ParkThe cold stove of the offseason also likely played a factor. A source told me the Padres were high on two third baseman in the Reds organization -- big leaguer Eugenio Suarez and top prospect Nick Senzel. But with little movement around baseball on free agents and trades -- and undoubtedly a high asking price by the Reds -- a deal never materialized. The Padres' hole at third remained, and there was Machado, still waiting for the right fit on the free agent market. Finally, don't discount general manager A.J. Preller's powers of persuasion. He was able to convince his bosses that the right guy for the Padres was available now and this was a one-time opportunity."You could wait for some of the young talent that we've built up and look at 3 or 4 years and hope the right guys are out there," Preller told reporters at Cactus League media day in Arizona, "but if pieces that fit for us both in the short-term and long-term are out there, that's how you build a club." Whatever the reason, Fowler's mind was changed and Machado is a Padre. Go ahead and whisper those sweet lies, Uncle Ron. 2492
