SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. BEIJING, Sept. 15 (Xinhua) - China is still likely to meet its full-year inflation target this year despite the August inflation rate quickening to a 22-month high of 3.5 percent year on year, officials from the country' s top economic planer said Wednesday.In August, the consumer price index (CPI) rose mainly by increased prices of food products like pork and eggs, as the coming Mid-Autumn festival in China had boosted the consumption of food items, according to the National Development and Reform Commission (NDRC).Further, the price rise of vegetables due to seasonal reasons contributed to the August CPI increase, said the NDRC authorities.The upcoming autumn harvest, which accounts for about 70 percent of China's annual grain output, is expected to stabilize food prices, which have a one-third weighting in the calculation of the CPI, said the NDRC.The NDRC also revealed that China would place central pork reserves on the market, which means pork prices cannot rise higher.Further, the industrial consumer prices are remaining stable with a slight decline, and this is not conducive to inflation, according to the NDRC.These elements are assisting in the drop of the CPI through the rest of the year, and is helpful for China to attain its full year inflation target, it added.China has targeted a 3 percent rise in consumer prices this year.

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.
