BEIJING, Dec. 31 (Xinhua) -- The Red Cross Society of China (RCSC) has decided to shut down one of its fund-raising groups due to serious management flaws, as the group's alleged misuse of donations sparked public mistrust in charities. The China Business System Red Cross Society has been repealed for failing to establish a sound internal management system, maintaining a benefit-based relationship with a consulting company, and committing violations in financial and legal management, an investigation report said Saturday. The China Business System Red Cross Society, a group founded in 2001 by the China General Chamber of Commerce (CGCC) with the approval of the RCSC, engaged in charity fund raising in the commercial sector. Funds raised by the group are channeled directly to the RCSC.The group faced accusations earlier this year of misusing charity money after a young woman calling herself "Guo Meimei" claimed online to be a general manager of "Red Cross Commerce" and posted pictures on her tweets detailing her lavish lifestyle.Netizens related "Red Cross Commerce" to the China Business System Red Cross Society, and speculated that Guo might have funded her purchases by embezzling money from the Red Cross. In July, the RCSC suspended all operations of the China Business System Red Cross Society and started an investigation along with officials and experts from the Ministry of Supervision, the Chinese Academy of Social Sciences, a law firm and the CGCC.According to the investigation report, "Red Cross Commerce" does not exist, and Guo Meimei is not employed by the China Business System Red Cross Society or its cooperative enterprises. The RCSC says it is preparing to set up a public supervision committee, and it plans to invite people from all walks of life, including influential figures, to supervise its use of donations as a third party.Meanwhile, the RCSC is also building up an online service that will publicize information about all donations made to the Red Cross system nationwide, in a move to safeguard the rights of the public, including donors, and supervise the charity group's operations. The website is expected to be launched by the end of 2012, the RCSC said. The RCSC has also vowed to strengthen the supervision and management of its subsidiaries and promote transparency in donations, financial management, tendering and procurement, and fund distribution and use.

BEIJING, Sept. 30 (Xinhuanet) -- Miners, construction workers and people in hotel and food service industry are most likely to smoke in the U.S., according to new research finding. The finding was contained in a report released Thursday by the U.S. Centers for Disease Control and Prevention (CDC).According to the finding, miners and people in hotel and food service have a cigarette smoking rate of 30 percent, followed closely by construction workers' 29.7 percent. Both rates are much higher than the average smoking rate of 19.6 percent among all U.S. working adults.Workers in the education services industry have the lowest smoking rate, with 9.7 percent, followed by the 10.9 percent of workers in company management, the report said.Low education levels are a factor in high smoking rates, along with poverty and gender, said Ann Malarcher, senior scientific adviser at the CDC."Although some progress has been made in reducing smoking prevalence among working adults," the report wrote, "additional effective employer interventions need to be implemented."Smoking kills an estimated 443,000 each year in the U.S., costing about 193 billion U.S. dollars annually in direct health care expenses and productivity loss.

BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange. The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said. The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations. The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.

NANJING, Dec. 20 (Xinhua) -- Chinese Premier Wen Jiabao has called for the country to maintain confidence that it can weather challenges amid a "complicated and tough" outlook of economic development."As in 2008, we are now encountering difficulties which can be overcome through hard work," Wen said during his tour to eastern Jiangsu province on Sunday and Monday.Elaborating on the grim situation, Wen said the growth of China's exports has been slowing and the pace of the slowdown has accelerated, especially in the past three months. Meanwhile, the profit margin of the country's manufacturing industry has been squeezed and some enterprises have even fallen into the red.Chinese Premier Wen Jiabao (C) talks to staff members in a small loan company for rural areas in Suzhou National New & Hi-Tech Industrial Development Zone in Suzhou City, east China's Jiangsu Province, Dec. 19, 2011. Wen Jiabao made an inspection tour in Jiangsu on Dec. 18 and 19. He noted that the country is also facing shrinking external demand, rising costs and pressure from both slowing economic growth and high inflation, which makes macro-economic regulation more difficult.Despite emerging challenges, however, the current momentum of China's economic development is "generally good," Wen said.China's economic growth has been slowing all year but remains above the global average. Its GDP growth slowed to 9.1 percent in the third quarter from 9.5 percent in the second quarter and 9.7 percent in the first quarter. To tackle the challenges, Wen said the country will boost domestic demand while stabilizing external demand and keep its export policies such as export tax rebates "basically stable" in the coming year.Efforts should also be made to enhance domestic enterprises' competitiveness, promote the transfer of industry to the country's western regions, and develop the international market, especially in emerging economies, he said.He said China will stick to, and further improve upon, the opening-up policy and welcome foreign enterprises to invest in the country, adding that the country will protect intellectual property rights and implement a fair and open bidding approach in terms of government procurement.Wen also demanded efforts be made to encourage private investment in sectors such as railways, public facilities, finance, energy, education and health-care.Furthermore, he urged banks to take concrete action in better serving the real economy and asked financial institutions to enhance support for enterprises while improving management in order to control the capital bubble and prevent risks.Wen said the southern parts of Jiangsu should engage in a comprehensive development strategy to build the province into a forefront of the country's opening-up drive.
