SAN DIEGO (CNS) - A San Marcos man was behind bars Monday for allegedly driving under the influence of alcohol and causing a crash that killed a woman in his car.Ramos Santos, 37, lost control of his 2002 Honda Civic at the intersection of Aviara Parkway and Cobblestone Road in Carlsbad around 6 p.m. Sunday, sending it smashing into a light pole, according to police.Santos' 41-year-old passenger died at the scene, Lt. Christie Calderwood said. SAN DIEGO (CNS) - A public hearing regarding the proposed placement of a convicted sex offender at a supervised home in Pauma Valley is scheduled for July 31, officials said today.Joseph Bocklett, 75, was convicted of three sexual offenses over a 19- year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Bocklett is classified as a Sexually Violent Predator, a designation for those convicted of sexually violent offenses and diagnosed with a mental disorder that makes them a danger to the public.Bocklett petitioned the court last year to be granted release into the Conditional Release program and on Monday, the Department of State Hospitals proposed that Bocklett be housed at 15077 Adams Drive.Sexually Violent Predators are monitored via GPS ankle devices and are typically placed in low population areas.Members of the public may submit comments regarding the proposed placement location until July 14. SAN DIEGO (CNS) - A motorist was killed in a fiery solo vehicle crash off Interstate 5 in the Barrio Logan area, authorities said Monday.The crash was reported shortly after 9:30 p.m. Sunday on southbound I- 5 near Cesar E. Chavez Parkway, California Highway Patrol Officer Tommy Strickland said.Investigators determined a pickup truck hit the center divide, then went down an embankment before ending up on a nearby street and catching fire, Strickland said.The truck's driver was pronounced dead at the scene, but no details about the victim were immediately available.The crash shut down the right two lanes near Cesar Chavez Parkway until about 11:45 p.m. Sunday. 675
SAN DIEGO (CNS) - Councilwoman Barbara Bry jumped into second place Monday in the San Diego mayoral primary election, leapfrogging over Councilman Scott Sherman.The two candidates with the most votes will head to the general election in November, so depending on the final vote count, San Diego voters could be faced with a choice between presumptive front-runner Assemblyman Todd Gloria, a Democrat, and Republican Sherman -- or another Democrat in Bry.The latter option would guarantee San Diego its first Democrat mayor since Bob Filner resigned in 2013 and just the second Democrat elected to the nonpartisan position -- several Democrats served as interim mayors in 2005 and 2013 -- since Maureen O'Connor stepped down in 1992.Bry currently leads Sherman by just nine votes out of 338,673 counted in the race so far -- or .0026% of the vote.With a projected 37,000 provisional ballots left to be counted, and with Sherman's election-night lead of more than 3,000 votes officially made up, the race could prove exceedingly close.If Bry were to gain votes at the same rate as Monday -- which is far from assured -- she would win by just under 500 votes.In the race for City Council District 1, Will Moore maintained his lead over Aaron Brennan for second place. SAN DIEGO (CNS) - Barrels holding an unknown substance were found on a Rancho Pe?asquitos sidewalk today, and San Diego Fire-Rescue investigators were looking into it.The unidentified drums were found unattended around 9:30 a.m. on Kika Court near Mercy Road.Hazmat crews took samples from the drums but were unable to determine what substance was inside, San Diego Fire-Rescue spokesman Jose Ysea said.Investigators left the scene, and a contractor was called in to remove and dispose of the material. 510
