SACRAMENTO, Calif. -- Governor Jerry Brown has agreed to deploy 400 National Guard troops at President Donald Trump’s request, according to the Associated Press.Brown specified that not all the troops will head to the U.S.-Mexico border and none will enforce federal immigration enforcement.The troops will focus on fighting drug crime, firearms smuggling and human tracking, a letter sent to the Trump by Brown Wednesday said.Brown said the troops will not help build a wall or “detain people escaping violence and seeking a better life.”Trump has said he wants up to 4,000 troops to be sent to the border to combat illegal immigration and drug trafficking.Brown said the deployment will happen pending review and approval of the federal government. 758

Rick Gates, the key prosecution witness in the tax and fraud trial of former Trump campaign chairman Paul Manafort, testified Monday he had committed crimes alongside and at the direction of his former partner -- and had also stolen from Manafort himself.In stunning testimony at Manafort's trial on tax and fraud charges, Gates stated he and Manafort had 15 foreign accounts they did not report to the federal government, and knew it was illegal. Gates said he did not submit the required forms "at Mr. Manafort's direction."Gates then admitted that he also turned the tables on Manafort -- cheating him out of "several hundred thousand" dollars by submitting false expense reports that were paid out of some of the undisclosed foreign bank accounts in Cyprus.The testimony from Gates, a former adviser to Donald Trump, comes after reaching a plea deal with special counsel Robert Mueller earlier this year to testify against his former partner in a lucrative international political consulting firm.Manafort stared directly at Gates as he read aloud the details of his plea agreement, which could see him receive a reduced sentence, at the direction of a prosecution lawyer.Gates did not make eye contact with Manafort as he took the stand wearing a yellow tie and navy blue suit.Prosecutors allege that Manafort financed a lavish lifestyle featuring sumptuous residences and extravagant wardrobes by using millions of dollars in profits that he hid from tax authorities then turned to bank fraud when his income started to dry up. SACRAMENTO, Calif. (KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

  

SACRAMENTO, Calif. (AP) — A California appeals court has denied the latest parole bid by Charles Manson follower Leslie Van Houten.Two of the three appellate judges on Friday upheld former Gov. Jerry Brown's decision to block her parole last year. She is serving a life sentence for helping Manson and others kill Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969.Current Gov. Gavin Newsom again denied her parole in June, saying she is still a threat at age 70.The appellate judges said that Brown's reasoning for denying Van Houten's parole is supported by some evidence. He said she has not taken full responsibility for her actions and remains dangerous.Van Houten's attorney, Rich Pfeiffer, said he'll appeal the decision to the state Supreme Court. 784
