NEW YORK — New York City residents may not be able to eat inside their favorite restaurant until next year.Restrictions around the rest of the state have been eased, but New York City Mayor Bill de Blasio is holding off on lifting restrictions on a number of indoor activities."If folks miss the theater, if they miss, you know, the indoor dining, those things will be back," he said Monday. "They'll be back next year at some point. I think that is overwhelmingly the case."He pointed to indoor dining and drinking at bars as a source of the spread of coronavirus cases around the world, but members of the restaurant industry are outraged.They pointed to a Bronx IHOP just across from a Panera Bread that's in Westchester County. Under current restrictions, the IHOP can't have customers, but the Panera Bread has been seating customers inside for more than a month.NYC Hospitality Alliance Executive Director Andrew Rigie warned that workers' livelihoods are at stake."The other week it was, we may not open until we have a vaccine. Then it's we may not open until the new year," Rigie said.The NYC Hospitality Alliance may pursue legal action over the issue. Rigie pointed to restaurants in just over the Queens-Long Island border in Nassau County that are open for indoor dining."Right now, you can sit indoors at a diner in Nassau county, but basically across the street in Queens, you can't," he said. "You can do the same thing in the Bronx. If you go into Westchester County, people are eating indoors. So is COVID somehow different there? I don't think so."Scott Hart, co-owner of 44 & X in Hell's Kitchen, said he was surprised by de Blasio's remarks on reopening Monday."It just doesn't seem like there was a real plan," he said. "To hear that today makes me feel like I don't know how we're going to make it through the winter."Hart spent money to create an outdoor seating area and is currently operating at 35 percent, but he's worried about the weather since colder temperatures are around the corner."If we close because of cold weather, what are we going to do? Put everybody in furlough again for five months again until spring? NEW YORK (AP) — A federal judge on Sunday postponed a Trump administration order that would have banned the popular video sharing app TikTok from U.S. smartphone app stores around midnight. A more comprehensive ban remains scheduled for November, about a week after the presidential election. The judge, Carl Nichols of the U.S District Court for the District of Columbia, did not postpone that later ban. The ruling followed an emergency hearing Sunday morning in which lawyers for TikTok argued that the administration’s app-store ban would infringe on First Amendment rights and do irreparable harm to the business.Earlier this year, President Donald Trump declared that TikTok, owned by Chinese company ByteDance, was a threat to national security and that it must either sell its U.S. operations to American companies or be barred from the country.TikTok is still scrambling to firm up a deal tentatively struck a week ago in which it would partner with Oracle, a huge database-software company, and Walmart in an effort to win the blessing of both the Chinese and American governments. In the meantime, it is fighting to keep the app available in the U.S.TikTok said in a statement that it was pleased with the court ruling and continues to work to turn its deal proposal into an actual agreement. (AP) — The flag-draped casket of a California police officer who authorities say was gunned down by a man in the country illegally was carried in a procession Friday through the streets he once patrolled to a public viewing in a community theater.The case has rekindled a debate over California's sanctuary law that limits cooperation with federal immigration authorities. President Donald Trump seized on the case to call for tougher border security amid a fight with congressional Democrats over funding for a border wall, which has forced a partial government shutdown.On Thursday, Trump called Cpl. Ronil Singh's family to offer his condolences, the White House said.People waving American flags lined up along the streets of the Central Valley town of Newman where a viewing was held for Singh, who was fatally shot during a traffic stop on Dec. 26.Prosecutors on Wednesday charged Gustavo Perez Arriaga in Singh's killing. Perez Arriaga was arrested after a dayslong manhunt as he prepared to flee to Mexico, authorities said.A casket carrying Singh's body and draped with an American flag was driven in a procession from Modesto into a theater in Newman where the marquee read "Ronil Singh Forever Remember" while several officers saluted.The casket was taken from the hearse into the theater for a viewing as the police department's 12 officers and Singh's family followed. A memorial service and burial is scheduled for Saturday in Modesto.Singh, who emigrated from his native Fiji to pursue a career in law enforcement, joined the Newman police force in 2011. The 33-year-old was married and had a 5-month-old son.Prosecutors said Perez Arriaga, 33, shot Singh after the officer stopped his vehicle to check if he was driving drunk. He has two previous drunken driving arrests, authorities said.At his first court appearance, Perez Arriaga told the judge that his real name is Paulo Virgen Mendoza, but authorities were still referring to him as Perez Arriaga in court documents. A complaint lists three aliases for him, including Paulo Virgen Mendoza.His attorney, Stephen Foley, questioned his client's mental competency, leading the court to delay the case until a mental health evaluation. Perez Arriaga is set to return to court Feb. 7.Two of Perez Arriaga's brothers, his girlfriend and four others were arrested on suspicion of helping him evade authorities. 2398

  

New spikes in COVID-19 cases have reinforced the importance of basic disinfecting and cleaning our homes to stop the novel coronavirus spread.But how do we know that the cleaners we have are effective in killing COVID-19 and other viruses?"One of the things that's important to know: Is there is a lot of good evidence that the coronavirus is one of the easiest types to kill?" said Texas A&M University - Corpus Christi Associate Professor of Chemistry Dr. Patrick Larkin.Yes, he said. He believes most household cleaners will destroy the virus.He said the best chemicals to use for disinfecting are, bleach, ammonia, and alcohol. However, he does warn that precautions be taken with alcohol concentrations."For example with isopropyl alcohol, you need at least a 50 percent solution; and ethanol [or ethyl] alcohol, you want at least 60 percent," he said.But, take note -- there also are guidelines for how you should clean, so it can be the most effective."CDC guidelines say you should clean the surface with soap and water first, and then apply your sanitizing or disinfectant solution," said retired Certified Industrial Hygienist Tom Samson. "Leave it on for at least one minute, and then you can rinse it off."Samson said not all household cleaners are the same, and do not have the same contact-surface time that is required. He recommends reading the labels of the cleaner you intend to use.Larkin and Samson said it is easy to make your own cleaners at home. However, be cautious about mixing chemicals, and be aware what you are cleaning with."The chemistry of mixing a chlorine-based cleaner with an ammonia-based cleaner can be deadly to those in the immediate area," said Samson. "The reaction of these two cleaners is to release chlorine products into the surrounding environment, in some cases, enough to cause severe injury or death.
