BEIJING, Aug. 19 (Xinhua) -- Chinese State Councilor Liu Yandong said on Thursday China would strive to set up a scientific and effective system for the protection of the country's intangible cultural heritage (ICH).Governments at all levels must take the initiative in safeguarding ICH and, incorporate it into the work agenda and assessment system of officials, said Liu at a ceremony awarding certifications for China's UNESCO ICHs in Beijing.She called for enacting related laws and regulations, as well as resolute measures to prevent the ravaging and destruction of ICHs by over-exploitation for economic purposes, such as tourism.She also called for more funding and international cooperation in safeguarding ICHs.China is a country with a rich cultural heritage. So far, a total of 29 cultural heritage categories have been included in the UNESCO ICH list.

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

HANGZHOU, June 18 (Xinhua) -- Three people are dead and two others still buried Friday after a rain-triggered landslide in east China's Zhejiang Province.The landslide hit Taolin Village of Chun'an County at 5:00 a.m. Friday as villagers were being evacuated from their homes. The area had been pounded by rain since Thursday afternoon, said Tong Xiaowei, deputy county head.Debris swamped two residential houses, burying six residents and two others assisting with the evacuation, Tong said.Three of the eight people were injured and were receiving treatment at hospital, Tong said.About 300 fire fighters, policemen, medical personnel and villagers had joined in the rescue work, he said.Provincial meteorological authorities forecast Thursday that heavy rain would persist for another week. Chun'an County was among the worst hit by the rain.Also Friday, rescuers from south China's Guangxi Zhuang Autonomous Region recovered the bodies of three people from rubble after a rainstorm damaged two homes in Dongma Village of Rongshui Miao Autonomous County around 3 a.m., according to the county's flood control and drought relief headquarters.In the far west Xinjiang Uygur Autonomous Region, an exploration worker was suffocated to death Thursday after he was buried by a rain-triggered landslide on a hill in Qira County, said a spokesman with the county government Friday.At around 2:40 p.m. Thursday the landslide of mud-and-stone hit a tent where five exploration workers with the Xinjiang Xindi Engineering & Construction Co., Ltd. were taking a rest, said the spokesman.Four workers managed to escape while one was found dead after being dug out half an hour later, he said.The civil affairs bureau in northern Hebei Province said Friday a thunderstorm with sporadic hail hit Zhangjiakou City from Wednesday to Thursday, leaving two dead and three missing.The storm hit six counties in Zhangjiakou, with 56,200 residents suffering losses and hundreds of houses collapsing. BEIJING, June 11 (Xinhua) -- China has vowed to continue to develop its human rights dialogue with Norway after the two nations concluded their 13th annual Roundtable on Human Rights and the Rule of Law here Friday.Chinese Assistant Foreign Minister Liu Zhenmin briefed Norwegian representatives on Chinese achievements in improving people's livelihoods, reinforcing democracy, and constructing legal systems.The human rights roundtable between China and Norway is a model for countries with different social systems and from different civilizations to conduct equal and friendly dialogue, Liu said.China hopes to strengthen dialogue and exchange with other countries on human rights issues on the basis of equality and mutual respect to increase understanding, expand agreement and jointly promote the healthy development of human rights internationally.Norwegian Secretary of State for Foreign Affairs Gry Larsen spoke highly of China's remarkable achievements with human rights, saying the two nations have conducted stable and effective cooperation in the field of human rights.The Norway-China roundtable has served as a helpful platform for the two nations to discuss human rights issues and is conducive to the growth of bilateral ties, he said.Larsen said Norway will work with China to further promote the roundtable.During the two-day roundtable, nearly 70 officials and scholars from the two sides exchanged views on the rights of workers, prisoners and minorities.Liu and Larsen also discussed human rights, covering such topics as freedom of speech, the rights of minorities and the role of non-governmental organizations.China and Norway started discussing human rights issues in an informal setting in 1993. BEIJING, Aug. 23 (Xinhua) -- The value of the gross output of China's auto industry surged 49 percent year on year to 2.086 trillion yuan (308 billion U.S. dollars) in the first half of the year, officials at the Ministry of Industry and Information Technology (MIIT) said Monday.At the same time, total export and import volume jumped 84 percent year on year to 50.66 billion U.S. dollars, according to a MIIT statement posted on its Web site.From January to July, China's auto output and sales both exceeded 10 million units. In July, China's auto output stood at 1.29 million units, up 16 percent year on year, while sales stood at 1.24 million units, up 15 percent year on year, MIIT said.Also, the Chinese government decided in June to extend an auto replacement subsidy program by six months until Dec.31 this year.Begun in June of 2009, the subsidy aims to help get highly polluting vehicles off the road while stimulating automobile consumption.Under the program, consumers who trade-in their used small-and medium-sized trucks and some mid-sized passenger vehicles for a new one are eligible to receive a subsidy of 3,000 to 6,000 yuan.By the end of May, the Chinese government had handed out 1.7 billion yuan in subsidies for 127,000 trade-in vehicles.The subsidy program has boosted domestic automobile spending by 15 billion yuan, according to officials at China's Ministry of Commerce.
