CHEYENNE, Wyo. — Wyoming Gov. Mark Gordon says he has tested positive for the coronavirus, but has only minor symptoms.Gordon said Wednesday that he plans to continue working remotely.The Centers for Disease Control and Prevention recommends people who test positive for the virus isolate themselves for 10 days.Gordon said on Nov. 13 that Wyoming residents need to be more responsible about preventing the spread of the coronavirus. In his words, “We’ve relied on people to be responsible, and they’re being irresponsible,” Gordon joins nearly 26,700 Wyoming residents who have tested positive. 603

CBS Television Studios has released a statement after "NCIS" star Pauley Perrette implied that "multiple physical assaults" were the reason she quit the hit series.In a series of tweets earlier this week, Perrette -- who played forensic scientist Abby Sciuto -- talked about "tabloid articles out there that are telling total lies about me" and referenced her not "spilling the beans."She also mentioned "a very rich, very powerful publicity 'machine'" she also alleged was spreading false information about her before tweeting the reason she says she left."Multiple Physical Assaults," Perrette tweeted. "I REALLY get it now. Stay safe. Nothing is worth your safety. Tell someone."She left the long-running CBS crime drama after 15 seasons on the series in an episode aired last week."Pauley Perrette had a terrific run on NCIS and we are all going to miss her," CBS Television Studios wrote in a statement provided to CNN."Over a year ago, Pauley came to us with a workplace concern," the statement went on to say. "We took the matter seriously and worked with her to find a resolution. CARDIFF (KGTV) -- With just a little bit of planning, Sharon Belknap begins a free-hand sand mandala that will offer its message, briefly, to all who pass by on the bridge at Cardiff State Beach where the San Elijo lagoon meets the ocean.Watching her work is like watching a dance.The graphic designer and illustrator draws shapes using a small, inexpensive rake. She brings extras because often passersby find inspiration and ask to join her, a collaboration she welcomes.The connections she has made through her sand art, she says have added meaning to her creations.People also send her their photos of her artwork, asking to use them in their holiday cards.Each mandala has an inscription, such as: "You Are Loved," or "Only Love."One that resonated particularly was "Grateful for ____.""People were shouting their words from the bridge," says Belknap.Sometimes friends join her.Heather Nelson is a regular, and a longtime friend. The day we shot the story, Kari Prevost was joining for her first collaboration with Sharon."The sounds of the ocean, the beauty of the water," she says, "it's restorative. It rekindles a playfulness that's innate."Expressed on a canvas that will be washed away by the waves; the impermanence, Belknap says, is freeing and healing.Her son Chris Thompson, a 28 year-old Valley Center firefighter, died in an early morning crash on his motorcycle this 4th of July."I like to say he ascended," she says. The next morning, inexplicably, Sharon says she woke up feeling joy. She adds eyes, which are Chris's, to each one. "Being out here, creating these, I often ask Christopher, 'What do you see honey?' CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927
