ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. The two sides exchanged views on bilateral trade ties and reached important consensuses.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), said China's top legislature has attached great importance to development of the political ties between the two countries, and that the substantial cooperation is of key concerns for both sides.     China will expand the cooperation with Madagascar in fields like energy, mining, hydropower, agriculture and human resource, and encourage the Chinese companies to establish projects with their Madagascar counterparts, Wu said. CHENGDU, Oct. 26 (Xinhua) -- China's central government has pledged to help its Macao Special Administrative Region (SAR) to cope with the impact of the ongoing international financial crisis.     It was revealed by Vice Premier Li Keqiang when meeting the SAR's Chief Executive Ho Hau Wah in Chengdu, capital of southwest Sichuan Province on Sunday.     Ho arrived here on Sunday, leading a delegation of the SAR to attend the Ninth Western China International Economy and Trade Fair.     The Vice Premier said the central government would give all-out support to the SAR's Chief Executive and government in administration in line with laws. It would actively assist the SAR's government to maintain stability and prosperity of the region.     Li also praised the SAR's government for promoting Macao's exchange and cooperation with the country's inland regions and hoped that Macao could make more contribution to economic construction and development in China's western region.

BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

 CAIRO, Dec. 24 (Xinhua) -- At the invitation of Egyptian Prime Minister Ahmed Mahmoud Mohamed Nazef, Chinese Vice Premier Li Keqiang arrived here on Wednesday afternoon for an official visit to Egypt.     "I believe my visit will promote the China-Egypt strategic partnership of cooperation to a higher level," Li said in a written speech upon arrival at the airport.     He noted that China attaches great importance to developing relations with Egypt and is ready to make joint efforts with the Egyptian side to consolidate the traditional friendship, deepen the strategic partnership of cooperation and enhance coordination in international and regional issues with Egypt. BEIJING, Jan. 24 (Xinhua) -- Chinese President Hu Jintao urged the promotion of stable agricultural and rural economic development and said issues concerning agriculture, countryside and farmers should continue to be the top priority of the Communist Party of China (CPC).     Hu, also General Secretary of the CPC Central Committee, made the remarks during a meeting of the Political Bureau of the CPC Central Committee on Friday. Attendees at the meeting studied the means to promote agricultural modernization with Chinese characteristics.     Maintaining stable agricultural and rural economic development was more important under current circumstance, Hu said.     Agricultural production was the basic support to stimulate economic growth; rural areas had the potential to boost domestic demand; and to improve farmers' living standards was a major task and also a difficult job, he said.     He called for more efforts on three major tasks of agricultural work.     First, greater importance should be laid on ensuring the country's grain security and supplies of major agricultural products.     The country should stick to the most strict system to protect and save farming land as well as stabilize the grain sowing area, Hu said.     He said the government should increase subsidies for agricultural production and continue to raise the minimum state purchasing prices for grain.     In the latest move to protect farmers' interests and boost grain output, the National Development and Reform Commission said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year.     Hu also stressed the quality supervision and monitoring of agricultural products to ensure food safety.     Second, more importance should be attached to promote rural infrastructure construction as well as improve social welfare and living standard of farmers, he said.     He urged increasing capital input in infrastructure construction and rural social welfare and said greater efforts should be made to improve rural education, medical services and poverty alleviation.     Third, an array of measures should be taken to promote the growth of farmers' income and expand the rural market, Hu said.     He urged more efforts to discover new measures and channels to boost farmers' income and improve the commodity circulation network in rural areas.     The program of subsidized home appliance, autos and motorcycles should be promoted, he said.     He also urged quality authorities to make best efforts to protect farmers' interests and avoid fake and shabby products flowing in to rural markets.     Speaking of rural workers employment, Hu said governments should encourage enterprises to be more responsible and employ more rural workers.     The governments could also provide more job opportunities for rural workers by letting them work on the infrastructure projects amid the country's efforts to boost domestic demand, he said.     More support should be given to migrant workers who returned because of employment difficulty in cities and encourage them to start their own businesses, Hu said.     He also suggested Party leaders and governments at all levels should apply the scientific outlook on development to their work to deal with the emerging problems and challenges facing agricultural and rural economic development, and contribute more to promoting rural reform, development and stability.
