CHULA VISTA, Calif. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. CHULA VISTA, Calif (KGTV) -- As Chula Vista continues to grow, so does the need for police officers in the city. Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. Video from the scene showed the raging blaze and an explosion at the playground. (KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. Christiane Amanpour will officially replace Charlie Rose on PBS stations across the country.The move was made official at the public broadcaster's annual meeting on Tuesday. It has been in the works for five months, ever since PBS stations began replaying Amanpour's CNN International program.Those half-hour Amanpour rebroadcasts were an interim replacement for Rose's 11 p.m. talk show, which was cancelled last November after women came forward to accuse him of sexual harassment and misconduct.Now Amanpour is expanding to an hour, like Rose's show used to be. The show will have a new name, "Amanpour & Company," and a stable of regular contributors. The changes will take effect in July."I'm delighted to expand my role at PBS from interim to permanent along with this remarkable diversity of voices and views," Amanpour said. "Never has the time for exploring our world and America's place in it been so urgent."Her statement also alluded to Rose's exit and the reason for it: "I am also thrilled to be a female filling this role at this time!"The expansion was first reported by The Hollywood Reporter.Amanpour is CNN's chief international correspondent. Her weekday program "Amanpour" has been on CNN International since 2012. The expanded edition will continue to be shown on CNNI, which is primarily available outside the United States.
