ATLANTA — Georgia's legislature on Tuesday passed hate crimes legislation deemed essential by state leaders, sending the measure to Gov. Brian Kemp's desk.Georgia is currently one of four states in the U.S. without hate crime laws.The price Republicans exacted for moving that legislation forward was the simultaneous passage of a bill that would mandate penalties for crimes targeting police and other first responders.The action comes after Senate Republicans had added police as a protected class to the hate crimes legislation last week, but then moved those protections to a separate bill in a deal between the parties.Kemp's office said in a statement that he'd sign the hate crimes bill, pending a legal review.The bill's passage comes amid weeks-long protests against systemic racism throughout the country. The protests were sparked by the death of George Floyd, who died in police custody in Minneapolis after bystander video showed an officer kneeling on his neck for more than eight minutes.The passage also comes weeks after three arrests were made in connection with the shooting death of Ahmaud Arbery. The 25-year-old Arbery was killed in Burnswick, Georgia in February, and his case changed jurisdictions several times due to one of the suspect's connections with the local District Attorney's office. It wasn't until days after a video of the altercation leaked to the public in May that two of the men, Gregory and Travis McMichael, were arrested and charged with murder. Average rates on long-term mortgages continue to fall to new record lows, as the key 30-year loan dropped below 3% for the first time in 50 years. The stagnant economic recovery in the face of the coronavirus pandemic is keeping inflation tamped down despite pent-up homebuying demand. Mortgage buyer Freddie Mac says the average rate on the 30-year home loan fell this week to 2.98% from 3.03% last week. These are the lowest levels since Freddie Mac began tracking averages in 1971. The rate averaged 3.81% a year ago.In their update, Freddie Mac says the low rates has led to increased homebuyer demand. Meanwhile, according to the Mortgage Bankers Association, refinancing applications increased recently, about 12 percent in the last week. However, Freddie Mac warns that with an increase in coronavirus cases, the economy can stagnate and cause temporary job layoffs to possibly become permanent. BALTIMORE — Americans stepped up their home purchases in June by a robust 20.7% after the pandemic had caused sales to crater in the prior three months. But the housing market could struggle to rebound further in the face of the resurgent viral outbreak and a shrinking supply of homes for sale. Sales of existing homes rose last month to a seasonally adjusted annual rate of 4.72 million, the National Association of Realtors said. Their data showed all four regions of the country saw growth, with the west experiencing a larger increase. The data included single-family homes, townhomes, condominiums and co-ops. Despite the sharp monthly gain, purchases are still down 11.3% from a year ago, when homes had sold at an annual pace of 5.32 million.Inventory remains an issues, according to the National Association of Realtors (NAR). A low number of available homes was an issue before the pandemic. Total inventory is down 18.2 percent from a year ago, according to the data. The low supply and increasing demand could cause a spike in the price of homes.“Home prices rose during the lockdown and could rise even further due to heavy buyer competition and a significant shortage of supply," said Lawrence Yun, NAR’s chief economist.The median price for exisiting-home sales in June was 3.5 percent higher than a year ago. Astronauts on board a Soyuz rocket heading to the International Space Station survived an emergency landing following a booster failure, a Russian space official said Thursday."The crew landed," Dmitry Rogozin, director of the Russian space agency Roscosmos, said on Twitter. "All are alive."The rocket was transporting NASA astronaut Nick Hague and cosmonaut Alexey Ovchinin of Roscosmos for a six-month stay on the ISS.NASA said its support teams had reached the location where the crew touched down."The search and rescue teams have reached the Soyuz spacecraft landing site and report that the two crew members are in good condition and are out of the capsule," NASA tweeted.The pair will be taken to the Gagarin Cosmonaut Training Center in Star City, outside the Russian capital, Moscow, NASA said.  818
